Dear Mr. Seidle:
We have reviewed the report dated April 7,1980 on the inspection by Mr. Lorenzo W11 born, of activities authorized by NRC Construction Permits No. CPPR-126 and 127 for the Comanche Peak facility. We have responded to the findings listed in Appendix A of that report.
To aid in the understanding of our response, we have repeated the require-ment and your finding followed by our corrective action.
We believe the attached information to be responsive to the Inspector's findings.

Inspection Report No. 80-09 TXX-3132 Page 2 APPENDIX A NOTICE OF VIOLATION Based upon the results of the NRC inspection conducted March 12-14, 1980, it appears that one of your activities was not conducted in full compliance with NRC Construction Permit Nos.126 and 127 requirements as indicated below:
Section 3.E(8) of Construction Permits Nos. CPPR-126 and CPPR-127 states in part:
"The rate of groundwater withdrawal during construction of facility shall not exceed 250 gpm."
Contrary to the above, groundwater withdrawal rates exceeded 250 gpm on March 19, April 25, December 4, and December 7,1979.
This is an infraction.
Corrective Steps Which Have Been Taken and Results Achieved A review of flow measuring instrumentation, water demand, and recording procedure was conducted. We have concluded that a need exists to better communicate groundwater withdrawal values as the maximum allowable value is approached. We have also concluded that there is a need for incorporating flow measuring devices in a calibration program.
Corrective Steps Which Have Been Taken to Avoid Further Noncompliance 1.
The maximum groundwater withdrawal rate of 250 gallon / minute will be noted on the record log.
In addition, recording personnel have been instructed by letter (CPPA-4890), dated April 29, 1980, to notify the CPSES Resident Manager if this maximum rate is approached or exceeded.

Flow measuring devices will be recalibrated by TUGC0 Operations and added to their calibration program.
