The inspectors identified a finding of ver … The inspectors identified a finding of very low safety significance and associated non-cited violation (NCV) of Title 10 of the Code of Federal Regulations Part 50, Appendix B, Criterion V, Instructions, Procedures, and Drawings, for the licensees failure as of July 8, 2015, to establish and maintain an adequate procedure for operation of the Diesel Generator Building Ventilation System (DGBVS). Specifically, the DGBVS operating procedure did not ensure that diesel room temperature would remain below limits during testing. The failure to establish and maintain an adequate procedure was a performance deficiency and resulted in the Division 2 Diesel Generator room temperatures exceeding specified limits. The performance deficiency was more than minor, and thus a finding, because it was associated with the equipment performance attribute of the Mitigating Systems cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. The inspectors determined that the finding was of very low safety significance because the finding is a deficiency affecting the design or qualification of a mitigating structure, system, and component (SSC) that maintained its operability.
