Office of Nuclear Reactor Regulation Items of Interest Week Ending June 21, 2024 ASME Code Case N-752-1 Risk-informed Categorization and Treatment for Repair/Replacement Activities in Class 2 and 3 Systems,Section XI, Division 1 On June 12, 2024, staff authorized a risk-informed alternative for the use of American Society of Mechanical Engineers (ASME) Code Case N-752-1, Risk-informed Categorization and Treatment for Repair/Replacement Activities in Class 2 and 3 Systems,Section XI, Division 1 in lieu of certain requirements in ASME Section XI (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24149A286) for the NextEra fleet. The code case provides a risk-informed categorization and treatment for certain ASME Class 2 and 3 items. Code Case N-752-1 has not been approved by the NRC staff or incorporated by reference for generic use. Therefore, the U.S. Nuclear Regulatory Commission (NRC) staff reviewed the licensees request as plant-specific request. This is the second fleet request approved by the NRC. On May 30,2024, staff authorized a similar request for the Entergy Fleet (ML24060A219).
Holtec Decommissioning International License Amendment Request On June 18, 2024, staff issued its letter accepting for review Holtec Decommissioning International, LLC's (HDI's) license amendment request (LAR) to approve the use of the Framatome Inc. Topical Report EMF-2310, Revision 1, Supplement 2, Revision 0, SRP Chapter 15 Non-LOCA Methodology for Pressurized Water Reactors, for application of the Biasi Critical Heat Flux correlation in the Post-Scram Main Steam Line Break analysis at the Palisades Nuclear Plant. This LAR is the final part of several licensing actions HDI has requested to enable the restart of the Palisades Nuclear Plant and is the final licensing input needed to initiate the staffs environmental review.
NextEra/Florida Power & Light Withdrawal Letter On June 19, 2024, NextEra/Florida Power & Light submitted a letter requesting withdrawal of the Turkey Point digital instrumentation and controls license amendment request. This review has been on hold since June 2023 at the licensees request (ML23188A124). The amendment request was originally submitted by the licensee on July 30, 2022. The licensee is withdrawing the request because it has decided not to proceed with the digital modification at Turkey Point at this time. The licensee has not shared the reason it has decided not to proceed with the digital modification.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending June 21, 2024 Public Meeting with TRISO-X, LLC On June 17, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with TRISO-X, LLC to discuss the status of the review for the new 10 CFR Part 70 fuel fabrication facility license application. The staff presented the review progress to date, including resolution of 6 of the 20 Requests for Additional Information (and a path to resolution on 12 more) that need to be resolved to address the High Impact Technical Items. Staff discussed that the review schedule is likely to be impacted by: (1) the time needed to resolve these issues, (2) the applicants delayed initial submittal of the electrical and instrumentation and control portion of the application (6 months late), and (3) TRISO-Xs plans to submit a revised license application, to reflect a change in their uranium feedstock, in December 2024. Staff plans to issue a revised review schedule and update the NRC dashboard for TRISO-X (https://www.nrc.gov/info-finder/fc/triso-x/project-status.html) in the summer of 2024.
