Office of Nuclear Reactor Regulation Items of Interest Week Ending July 21, 2023 X Energy, LLC, Submitted a Request for a Preapplication Readiness Assessment of the Draft Preliminary Safety Analysis Report Portion for the Dow Chemical Company Seadrift Site Construction Permit Application On July 14, 2023, X Energy, LLC (X-energy), submitted a request for a preapplication readiness assessment of the draft preliminary safety analysis report portion for the Dow Chemical Company Seadrift site construction permit application. X-energy is proposing to begin the preapplication readiness assessment in a phased approach beginning in the fall of 2023. The U.S. Nuclear Regulatory Commission (NRC) staff will coordinate with X-energy to develop a detailed schedule to support this effort.

Fermi 2 Entered a 72-Hour Limiting Condition for Operation to Address the Unplanned Trip of the Division 2 Residual Heat Removal Service Water Mechanical Draft Cooling Tower D Fan Due to Excessive Vibrations On July 18, 2023, Fermi 2 entered a 72-hour limiting condition for operation (LCO) to address the unplanned trip of the Division 2 Residual Heat Removal (RHR) Service Water Mechanical Draft Cooling Tower (MDCT) D fan due to excessive vibrations. The LCO was set to expire at 0424 EDT on July 21, 2023. On July 20, 2023, the licensee requested a notice of enforcement discretion (NOED). Region III management, in coordination with the Office of Nuclear Reactor Regulation, gave a verbal NOED for Fermi 2. The licensee requested discretion of an additional 115 hours0.00133 days <br />0.0319 hours <br />1.901455e-4 weeks <br />4.37575e-5 months <br /> (i.e., up to 2324 EDT on July 25) beyond the 72-hour Completion Time of Required Action A.1 of Fermi 2 technical specification 3.7.2 to complete the maintenance on the MDCT D fan.

NRC Staff Sent Constellation a Letter Informing the Licensee of the Change in the Completion Date for the Limerick Digital Instrumentation and Controls (I&C) License Amendment Request (LAR) Review Due to the Delays by Constellation in Completing its LAR On July 19, 2023, the NRC staff sent Constellation a letter informing the licensee of the change in the completion date for the Limerick digital I&C LAR review due to the delays by Constellation in completing its LAR. A copy of the letter is available in the Agencywide Documents Access and Management System (ADAMS) at ML23187A096. The review completion date has been changed from March 11, 2024, to October 31, 2024.

stated that Energy Northwest expects to bring the first module online by 2030. The staff will coordinate with both entities and encourage their submittal of a regulatory engagement plan to guide future interactions.

Southern Nuclear Operating Company Submitted the All ITAAC Complete Letter for Vogtle Unit 4 On July 20, 2023, Southern Nuclear Operating Company (SNC) submitted the All ITAAC Complete letter for Vogtle Unit 4. This letter informs the NRC that all of the inspections, tests, analyses, and acceptance criteria (ITAAC) in the Vogtle Unit 4 combined license are complete.

The staff completed inspections and ITAAC verifications to independently determine that all of the acceptance criteria have been met. The staff issued a memorandum to the Commission documenting the basis for this determination on July 25, 2023.

The staff made the 10 CFR 52.103(g) finding on July 28, 2023 (ML22348A094). The finding allows SNC to load fuel and begin operation of Vogtle Unit 4 in accordance with the terms and conditions of the license.

NRC Staff Issued a Letter to Florida Power and Light Confirming Their Request to Suspend the Review of the Turkey Point Digital Instrumentation and Controls License Amendment Request On July 20, 2023, the NRC staff issued a letter (ML23188A124) to Florida Power and Light confirming their request to suspend the review of the Turkey Point digital instrumentation and controls license amendment request.

NRC Staff Issued the Final Safety Evaluation for the St. Lucie Plant, Units 1 and 2, Subsequent License Renewal Application On July 21, 2023, the NRC staff issued the final safety evaluation for the St. Lucie Plant, Units 1 and 2, Subsequent License Renewal Application (ML23200A146). An Office of the Advisory Committee on Reactor Safeguards meeting with the full Committee is planned to be held in September.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending July 21, 2023 Reporting Nuclear Medicine Injection Extravasations as Medical Events; Preliminary Proposed Rule Language; Extension of Comment Period; 10 CFR 35 [NRC-2022-0218; RIN 3150-AK91]

On July 18, 2023, the Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 45824), extending the comment period for the preliminary proposed rule language published on April 19, 2023 (88 FR 24130), for rulemaking on the reporting of nuclear medicine injection extravasations as medical events. The public comment period was originally scheduled to close on July 18, 2023. The NRC has extended the public comment period to allow more time for members of the public to submit their comments. The comment period now closes on September 1, 2023.
