Office of Nuclear Reactor Regulation Items of Interest Week Ending June 30, 2023 The U.S. Nuclear Regulatory Commission and Canadian Nuclear Safety Commission Management Approved Several Reports that were Developed Jointly Under our Cooperative Agreement on Small Modular Reactors and Advanced Technologies During the week of June 19, 2023, The U.S. Nuclear Regulatory commission (NRC) and Canadian Nuclear Safety Commission (CNSC) management approved several reports that were developed jointly under our cooperative agreement on small modular reactors (SMRs) and advanced technologies. The staff issued these reports publicly the week of June 26, 2023, and plans to publicize the reports after coordinating with CNSC. The reports contain joint positions on safety classification and qualification of TRISO fuel, and joint reviews of white papers submitted by GE-Hitachi Nuclear Energy Americas, LLC (GEH) on the safety strategy and steel-plate composite containment vessel and reactor building structural design for the BWRX-300 SMR. The joint reports on the BWRX-300 are the first products to be issued under the Charter signed by NRC and CNSC to collaboratively work on the licensing of that design in both countries.

The U.S. Nuclear Regulatory Commission Issued a Renewed Facility Operating License No. R-33 for the GE-Hitachi Nuclear Energy Americas, LLC Nuclear Test Reactor On June 29, 2023, NRC staff issued a Renewed Facility Operating License No. R-33 for the GEH Nuclear Test Reactor (NTR) in response to the application for license renewal submitted by GEH (Agencywide Documents Access and Management System Accession No. ML23128A355). The renewed facility operating license has restated the license in its entirety, incorporating all changes and amendments made since the issuance of the original license, as appropriate. The Environmental Assessment and Finding of No Significant Impact for the renewal of the NTR license was published in the Federal Register on March 22, 2023 (88 FR 17274), and updated on June 1, 2023 (88 FR 35933). The renewed facility operating license is effective for 20 years starting on the date of issuance and will continue to support GEH NTR operations until the planned NTR shutdown, as described in their May 9, 2023, announcement.

The U.S. Nuclear Regulatory Commission Finalized Regulatory Issue Summary Scheduling Information for the Licensing of Accident Tolerant, Increased Enrichment, and Higher Burnup Fuels On June 28, 2023, the NRC finalized Regulatory Issue Summary, Scheduling Information for the Licensing of Accident Tolerant, Increased Enrichment, and Higher Burnup Fuels (ML23123A166). The purpose is to assist the NRC in determining budgetary and technical resource needs with respect to the licensing of reactor fuels with accident tolerant fuel concepts, higher burnup, and increased enrichment and any changes in previously announced plans to license the use of these technologies.

The U.S. Nuclear Regulatory Commission Staff Held Two Public Meetings with Constellation Energy Generation to Discuss the Preparation of the Initial License Renewal Application for Clinton Unit 1 and the Subsequent License Renewal Application for Dresden Units 2 and 3 On June 28, 2023, the NRC staff held two public meetings with Constellation Energy Generation (CEG) to discuss the preparation of the initial license renewal application for Clinton Unit 1 and the subsequent license renewal application for Dresden Units 2 and 3. The first public meeting discussed the Clinton license renewal application, and the second public meeting discussed the Dresden subsequent license renewal application. For each public meeting, the NRC staff presented on the license renewal review process, and CEG presented on their general plant information and their approach to the development of their applications. Each public meeting also included a discussion between NRC staff and CEG staff on specific aspects of CEGs presentation.

The U.S. Nuclear Regulatory Commission Staff Held a Public Meeting in which Kairos Power Provided an Overview of Their Proposed Hermes 2 Test Reactor Facility On June 28, 2023, the NRC staff held a public meeting in which Kairos Power provided an overview of their proposed Hermes 2 test reactor facility. The facility is expected to consist of two Hermes reactors with the addition of an intermediate heat transfer loop for each reactor and a shared power generation system. The Hermes 2 facility will be located adjacent to the Hermes facility in Oak Ridge, TN. Kairos plans to submit a construction permit application for Hermes 2, Units 1 and 2, in mid-July.

Florida Power & Light Company Submitted its Request for the U.S. Nuclear Regulatory Commission to Temporarily Suspend the Review of the Turkey Point Digital Instrumentation and Controls License Amendment Request On June 28, 2023, Florida Power & Light Company (FPL) submitted its request for the NRC to temporarily suspend the review of the Turkey Point digital instrumentation and controls license amendment request (ML23179A141). Due to unforeseen material supply issues, FPL plans to reduce the scope of the digital modification at Turkey Point that will necessitate a substantial revision to the amendment request. FPL has tentatively planned to submit a revised license amendment request to the NRC in December 2023. The NRC staff will send FPL a response to its request in July 2023.

The U.S. Nuclear Regulatory Commission Staff Held a Second Pre-Submittal Meeting with Framatome Inc. to Discuss a Planned White Paper on Fuel Fragmentation, Relocation, and Dispersal which will Support a Future Higher Burnup Topical Report On June 26, 2023, the NRC staff held a second pre-submittal meeting with Framatome Inc. to discuss a planned white paper on fuel fragmentation, relocation, and dispersal (FFRD) which will support a future higher burnup topical report (TR). The first pre-submittal meeting was held on May 9, 2023 (ML23129A843). The planned white paper and higher burnup TR is Framatomes FFRD near-term approach to support future license amendment fuel transitions and fuel deployment in nuclear plants. Framatome is seeking staff feedback on their white paper risk-informed approach for FFRD. The meeting materials are publicly available (ML23174A133).

The staff will prepare a non-proprietary meeting summary.

Office of Administration Items of Interest Week Ending June 30, 2023 Engineering Assessment of Headquarters Operations Center and Special Use Areas On June 28, 2023, contract number 31310023C0013 was awarded to The Building People LLC in Leesburg, VA. The purpose of this contract is to conduct engineering assessments of workflow and work requirements and corresponding cost estimates for Headquarters Operations Center, the Incident Response Program, the Special Use Areas, and the consolidated data center. The period of performance is from June 20, 2023, through October 19, 2023, with no option periods. The total potential value of the contract can be up to $687,199.52.

Purchase of Palo Alto Networks Cortex XDR Professional Licensing and Associated Support Services On June 27, 2023, contract number NNG15SD12B/31310023F0073 was awarded to CTG Federal LLC in Port St. Lucie, FL. The purpose of this contract is to acquire Palo Alto Networks Cortex XDR Professional software, licensing, and maintenance. The period of performance is from August 17, 2023, through August 17, 2025, with no option periods. The total potential value of the contract can be up to $504,719.00.

ExtraHop Networks Reveal Platform Software License Subscription On June 28, 2023, contract number NNG15SD00B/31310023F0061 was awarded to the Blue Tech, Inc. in La Jolla, CA. The purpose of this contract is to obtain brand-name purchase of the subscription-based license for ExtraHop Networks Reveal(x) Platform and support. The period of performance is from July 1, 2023, through June 30, 2025, with no option periods. The total potential value of the contract can be up to $1,224,188.10.
