Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending June 17, 2022 The U.S. Nuclear Regulatory Commission (NRC) Held a Public Meeting on the Limerick Digital Instrumentation and Controls License Amendment Request On June 9, 2022, NRR staff held a public meeting with Constellation Energy (Constellation) on the Limerick digital instrument and controls (I&C) license amendment request that it plans to submit by the end of August 2022. The discussions focused at a high level on the three license amendment requests that Constellation plans to submit to support the digital upgrade at Limerick and, at a detailed level, on the information needed to be provided on the docket for the human factors engineering positions of the amendment request. The presentation used by the licensee is available in the Agencywide Document Access Management System at ML22153A360. The NRC staff reminded the licensee that the minimum review duration for this complex digital I&C amendment request is two months for the acceptance review and fifteen months for the detailed review. The NRC staff clarified that the use of regulatory guidance, such as NUREG-0711, Human Factors Engineering Program Review Model, is at the licensees discretion and regulatory guidance, including NUREG-0711, does not contain additional requirements. The NRC staff explained how the licensees use of regulatory guidance would impact our review of its amendment request.

Items of Interest Week Ending June 17, 2022 List of Approved Spent Fuel Storage Casks: NAC International NAC-UMS Universal Storage System, Certificate of Compliance No. 1015, Amendment No 9; Direct Final Rule; 10 CFR Part 72 [NRC-2022-0049; RIN 3150-AK76]

On June 14, 2022, the NRC published a notice in the Federal Register (87 FR 35858) amending its spent fuel storage regulations by revising the NAC International NAC-UMS Universal Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 9 to Certificate of Compliance No. 1015. Amendment No. 9 revises the certificate of compliance to correct the effective thermal properties for pressurized-water reactor fuel assemblies used in the certification basis ANSYS thermal models and to update modeling assumptions. In addition, this direct final rule makes editorial corrections to Amendment No. 8.

The companion proposed rule was also published in the Federal Register on June 14, 2022 (87 FR 35923). This direct final rule is effective August 29, 2022.

Items of Interest Week Ending June 17, 2022 Technical Training Center (TTC) Classroom Audiovisual Support Services On June 10, 2022, contract number 31310022C0015 was awarded to Immersive Concepts, LLC in Beltsville, MD. The purpose of this contract is to purchase maintenance and upgrade support for the multimedia equipment installed in the eight (8) existing classrooms at the TTC to ensure continuity of the classroom presentation capabilities utilized in TTC courses. The period of performance is from June 12, 2022, through June 11, 2023, with four option periods. The total potential value of the contract can be up to $2,469,989.62.
