Items of Interest Week Ending June 3, 2022 U.S. Nuclear Regulatory Commission (NRC) Closes Out Bulletin 2012-01 for Donald C.

Cook Nuclear Power Plant, Units 1 and 2 (D.C. Cook)

By letter dated May 26, 2022 (ML22146A113), the NRC staff closed out Bulletin 2012-01, Design Vulnerability in Electric Power System (ML12074A115), for D.C. Cook. The staff reviewed the information submitted by the licensee and the results of NRCs Temporary Instruction 2515/194, Inspection of the Licensees Implementation of Industry Initiative Associated With The Open Phase Condition Design Vulnerabilities In Electric Power Systems (NRC Bulletin 2012-01) inspection for D.C. Cook in reaching the closeout conclusion.

TerraPower Provides an Overview of the Natrium Plant Design On May 23 - 25, 2022, TerraPower provided a series of overview sessions of the Natrium Plant design and operation, including the Nuclear Island and the Energy Island, to NRC staff. The purpose of the meeting was to familiarize staff with the TerraPower design, and the inherent safety features they plan to rely on for their safety case. TerraPower is currently engaged in pre-application activities with the staff for a Construction Permit application to build the Natrium design.

NRC Issues Draft Regulatory Issue Summary (RIS) on Personnel Access Authorization Requirements for Non-Immigrant Foreign Nationals Working at Nuclear Power Plants On May 27, 2022, the NRC issued the Draft RIS entitled, Personnel Access Authorization Requirements for Non-Immigrant Foreign Nationals Working at Nuclear Power Plants, (Agencywide Document Access Management System Accession No. ML22157A366). The purpose of the Draft RIS is to remind licensees of the requirement that prior to granting or reinstating unescorted access or certifying unescorted access authorization to non-immigrant foreign nationals for the purpose of performing work, licensees shall validate that the foreign nationals claimed non-immigration status is correct.

NRC and Canadian Nuclear Safety Commission (CNSC) Issue Joint Report on Terrestrial Energys Integral Molten Salt Reactor On May 31, 2022, NRC and the CNSC issued a joint report providing feedback on Terrestrial Energys white paper describing its methodology for developing a postulated initiating events list for the Integral Molten Salt Reactor. The report was developed under the NRC-CNSC Memorandum of Collaboration (MOC) on advanced reactor and small modular reactor technologies. This report is the fourth produced under the MOC in the last year, and additional ongoing and planned activities are envisioned to enhance advanced reactor design reviews and support regulatory reviews by both NRC and CNSC.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending June 3, 2022 NAC International NAC-UMS Universal Storage System Certificate of Compliance No. 1015, Amendment No. 9.

On June 1, 2022, the Executive Director for Operations signed a direct final rule (ML22056A003) and a companion proposed rule (ML22056A001) to amend the NRCs spent fuel storage regulations at Title 10 of the Code of Federal Regulations Section 72.214 by revising the NAC International NAC-UMS Universal Storage System listing within the List of approved spent fuel storage casks to include Certificate of Compliance No. 1015, Amendment No. 9. Amendment No. 9 revises the certificate of compliance to correct the effective thermal properties for pressurized-water reactor fuel assemblies used in the certification basis ANSYS thermal models and to update modeling assumptions. The direct final rule and companion proposed rule will be forwarded to the Office of the Federal Register on June 9, 2022, for publication on or about June 14, 2022.

The purpose of this contract is to purchase a comprehensive commercial off-the-shelf FOIA and PA case management and redaction software solution to meet the FOIA processing and reporting requirements of Office of The Chief Information Officers FOIA functions. The period of performance is from June 3, 2022, through June 2, 2023, with four option periods. The total potential value of the contract can be up to $564,492.56.
