Items of Interest Week Ending MAY 14, 2021 NRC Hosted Annual Public Meeting with Institute of Nuclear Power Operations (INPO)

On May 11, 2021, the NRC staff held a public meeting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21125A259) with INPO to discuss items of mutual interest concerning INPO's training program accreditation process and other initiatives.

This meeting is conducted annually in accordance with the NRC/INPO Memorandum of Agreement dated December 1, 2020. The NRC staff presented topics related to examinations and licensing actions during COVID-19, revisions to significant regulatory documents including NUREG-1021, Operator Licensing Examination Standards for Power Reactors, and the knowledge and abilities catalogs, and plans for Title 10 of the Code of Federal Regulations (10 CFR) Part 53 efforts related to operator licensing. INPO discussed COVID-19 actions, ongoing activities associated with training and industry learning activities, efforts related to accreditation for new construction and advanced reactors and plans for assessing the effectiveness of the new INPO accreditation program.

NRC Held Public Meeting to Share Research Results on Casual Alpha Factor Methods (CAFM)

On May 11, 2021, the NRC staff held a public meeting (ADAMS Accession No. ML21110A709) to share research results on CAFMs and address stakeholders comments about Common Cause Failure (CCF) in the significance determination process (SDP). Previous stakeholder feedback on this topic led the staff to perform some additional work that included the CAFM, to enhance realism in the way CCF is treated in both the SDP and risk assessments (ADAMS Accession No. ML21055A027). During the meeting, the staff solicited stakeholders feedback to inform the future work in this area including potential enhancements to the treatment of CCFs in NRCs Risk Assessment Standardization Project (RASP) guidance (ADAMS Accession No. ML17348A149).

NRC Held Public Meeting to Discuss Comments on Environmental Qualification Draft Regulatory Guide On May 13, 2021, the NRC staff held a public meeting (ADAMS Accession No. ML21118A983) with the Nuclear Utility Group on Equipment Qualification (NUGEQ) and other external stakeholders to discuss comments on Regulatory Draft Guide (DG)-1361, "Environmental Qualification of Certain Electrical Equipment Important to Safety for Nuclear Power Plants.

This was an Observation Meeting to allow NUGEQ and other external stakeholders to clarify their official public comments submitted on DG-1361.

NRC Held Public Meeting on Draft Revision to Operator Licensing Examination Standards NUREG On May 13, 2021, the NRC staff held a public meeting (ADAMS Accession No. ML21119A148) with the Nuclear Energy Institute (NEI) Licensed Operator Focus group and members of industry to discuss the latest changes made to draft Revision 12 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, (ADAMS Accession No. ML20329A326) as a result of several public comments received during the comment period. Specifically, the NRC staff shared the resolution regarding test grading criteria in the NUREG for the operating test associated with critical performance deficiencies. The NRC staff expects to publish the final NUREG by September 2021.

NRC Held Public Meeting on Potential Changes to Alternative Source Term Regulatory Guide (RG)

On May 13, 2021, the NRC staff held a public meeting regarding a revision to RG 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors (ADAMS Accession No. ML21124A121). The revision is expected, in part, to include guidance associated with licensing of advanced light water reactors and other industry initiatives, such as accident tolerant fuel, high-burnup, and increased enrichment. The meeting was focused on topics related to main steam isolation valve leakage pathway modeling methods. Approximately 80 participants, including representatives from NEI, reactor licensees, and the public attended the meeting. The staff is planning to support an Advisory Committee on Reactor Safeguards Subcommittee meeting on the draft RG 1.183 revision in October 2021 prior to its issuance for public comment.

NRC Held Public Meeting with NEI Regarding Digital Commercial Grade Dedication Guidance Document On May 14, 2021, the NRC staff held a public meeting (ADAMS Accession No. ML21125A146) with NEI to discuss the NRC staffs plan to conduct an endorsement review for NEI 17-06, Guidance on Using IEC 61508 Safety Integrity Level (SIL) Certification to Support Acceptance of Commercial Grade Digital Equipment for Nuclear Safety Related Applications (ADAMS Accession No. ML21083A147). If endorsed, NEI 17-06 would increase licensee access to international digital instrumentation and control components by providing a method to leverage SIL certification in commercial grade dedication programs, including the NRC-endorsed Electric Power Research Institute (EPRI) guidelines for commercial grade digital equipment for nuclear applications (EPRI TR 106439). During the meeting, NEI presented changes made to NEI 17-06, Draft B. If found acceptable, the NRC staff conveyed that a new Regulatory Guide would be created in 2022 to endorse NEI 17-06.

Items of Interest Week Ending MAY 14, 2021 American Society of Mechanical Engineers 2019-2020 Code Editions: Correction; Proposed Rule; Correction; 10 CFR Part 50 [NRC-2018-0290; RIN 3150-AK22]

On May 12, 2021, the NRC published a notice in the Federal Register (86 FR 25977) correcting a notice that was published in the Federal Register on March 26, 2021 (86 FR 16087),

regarding its proposed amendment to the regulations to incorporate by reference the 2019 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code and the 2020 Edition of the American Society of Mechanical Engineers Operation and Maintenance of Nuclear Power Plants, Division 1: OM Code: Section IST, for nuclear power plants. This action is necessary to correct several typographical errors. The correction takes effect on May 12, 2021.

Office of Nuclear Security and Incident Response (NSIR)

Items of Interest Week Ending MAY 14, 2021 NRC Participated in a Tabletop Exercise on Hurricane Preparedness and Response On May 11, 2021, staff from the NRC and the Federal Emergency Management Agency (FEMA) co-facilitated a virtual pre-hurricane season tabletop exercise. The purpose of the exercise was to emphasize the coordination and communications protocol in determining the status of offsite emergency preparedness for a severe weather event which may result or has resulted in significant damage to the area around a NRC-licensed nuclear power reactor site.

Participants included representatives from NRC Headquarters and Region I; FEMA Headquarters; FEMA Regions II and III; states of Delaware and New Jersey; the Nuclear Energy Institute; and the Salem Hope Creek Nuclear Generation Station.

The purpose of this contract is providing annual Financial Statement Audit Services and Improper Payments Elimination and Recovery Act (IPERA) Audit Services for the U.S. Nuclear Regulatory Commission (NRC) and the Defense Nuclear Facilities Safety Board (DNFSB). The period of performance is from May 12, 2021 through May 11, 2022 with four option periods. The total potential value of the contract can be up to $3,532,637.77.
