Items of Interest Week Ending AUGUST 21, 2020 Staff Hosted Public Meeting Regarding Regulatory Improvements to Support the Licensing of Advanced Reactors On August 20, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting on regulatory improvements to support the licensing of advanced reactors (Agencywide Documents Access and Management System Accession No. ML20232D199); over 200 stakeholders participated in the meeting. Topics included advanced reactor source term pilot studies, annual fee regulations for micro-reactors, Title 10 of the Code of Federal Regulations (10 CFR) Part 53 rulemaking, spent fuel reprocessing rulemaking, and reports on tritium control for molten salt reactors (MSRs), mechanistic source term, and MSR non-power reactor application guidance. This meeting was in support of Strategy 3 (regulatory framework) of the advanced reactor Implementation Action Plans (additional information is available on the NRC public website at https://www.nrc.gov/reactors/new-reactors/advanced.html#visStrat).
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending AUGUST 21, 2020 NMSS Staff Issue Amendment to Global Nuclear Fuels -- Americas On August 13, 2020, NMSS staff issued Amendment 16 to Special Nuclear Materials license (SNM-1097) for Global Nuclear Fuels - Americas (GNF-A) (Docket 70-1113). The request, submitted June 23, 2020, is part of the larger GNF-A initiative to fabricate high assay low enriched uranium fuel. The amendment approves GNF-As nuclear criticality safety analytic methods and validation techniques for the minimum margin of subcriticality up to 8 weight percent.
NMSS Staff Grants Exemption to Duke Energy On August 14, 2020, NMSS staff granted an exemption to Duke Energy Carolinas McGuire Nuclear Station Independent Spent Fuel Storage Installation which allows Duke Energy to maintain MAGNASTOR Cask 0FCTKN045 in a storage condition where the helium density is above the range specified in the technical specification. The staff reviewed the proposed exemption and determined that the exemption is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.
NMSS Staff Participates in Meeting with Navajo Nation On August 18, 2020, the NMSS staff and management participated in the Environmental Protection Agency's meeting with the Navajo Nation President, Vice President and Navajo Counsel as part of a multi-agency consultation on the 10-year plan, "Federal Actions to Address Impacts of Uranium Contamination on the Navajo Nation." The Environmental Protection Agency is the lead Federal agency for the 10-year plan. The Department of Energy, Bureau of Indian Affairs, Indian Health Service, and the Agency for Toxic Substances and Disease Registry participated as well. The agencies discussed their roles in the 10-year plan and answered questions from the Navajo Nation representatives.
NMSS Staff Conduct Meeting on Potential Update of Generic Environmental Impact Statement On August 19, 2020, NMSS staff conducted two public scoping meetings (afternoon and evening webinars) to receive comments and suggestions from the public on the review and potential update of the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437) and associated rule (Table B-1 in Appendix B to Subpart A of 10 CFR Part 51). The staff intends to use this information to determine whether and how to proceed with updating the NUREG and rule. Upon completion of scoping, the staff will prepare a rulemaking plan for the Commissions review and approval. Approximately 35 people attended the afternoon meeting and 5 people attended the evening meeting, including representatives from nuclear industry and Federal and State agencies.
SEPTEMBER 3, 2020 ENCLOSURE D NMSS Staff Hold Public Meeting on Draft Environmental Impact Statement On August 20, 2020, NMSS staff held its third public meeting via webinar and teleconference on the draft environmental impact statement for the Holtec International proposed consolidated interim storage facility to be located in Lea County, New Mexico. The public meeting lasted approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and approximately 90 individuals (mainly concerned citizen organizations and members of the public) participated, out of which 15 provided oral comments. The next public meetings via webinar and teleconference will be on August 25 and August 26, 2020.

The purpose of this contract is to provide the agency with Microsoft Enterprise Premier Support for new and existing Microsoft technologies in the U.S.
Nuclear Regulatory Commission computing environment. The period of performance is from September 25, 2020 to January 24, 2021 with three option periods. The total potential value of the contract can be up to $686,085.00.
