Serial: RNP-RA/14-0027 FEB 2 4 2014 United States Nuclear Regulatory Commission Attn: Document Control Desk Director, Division of Spent Fuel Storage and Transportation Office of Nuclear Material Safety and Safeguards Washington, DC 20555-0001 H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261/RENEWED LICENSE NO. DPR-23 INDEPENDENT SPENT FUEL STORAGE INSTALLATION DOCKET NO. 72-3/LICENSE NO. SNM-2502 INDEPENDENT SPENT FUEL STORAGE INSTALLATION DOCKET NO. 72-60 INDEPENDENT SPENT FUEL STORAGE INSTALLATION ANNUAL RADIOACTIVE EFFLUENT RELEASE REPORT Ladies and Gentlemen:

In accordance with 10 CFR 72.44(d)(3), Duke Energy Progress, Inc. is providing the Annual Radioactive Effluent Release Report for the period January 1, 2013 through December 31, 2013 for the H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2, Independent Spent Fuel Storage Installations (ISFSIs).

The HBRSEP, Unit No. 2, site contains two ISFSI facilities. One facility operates under a site-specific license, which was originally issued in 1986 and was renewed in 2005. For that facility, this report is also submitted in accordance with License No. SNM-2502, Appendix C, Technical Specifications for Environmental Protection, Section 1.4.1. The second facility operates under a general license and began operation in 2005.

Both facilities employ the Transnuclear, Inc., NUHOMS design. The design for both facilities includes seal welded storage canisters, such that there is no potential for gaseous or liquid radioactive effluents. Surveillances performed during the year confirm that the storage canisters are performing as designed. Hence, there were no gaseous or liquid radioactive effluents during 2013 for either facility.

There are no regulatory commitments made in this submittal. If you have any questions regarding this submittal, please contact Mr. R. Hightower at (843) 857-1329.
