On August 14, 2009, H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2, made effective Revision 10 of the Physical Security Plan (PSP). The PSP applies to HBRSEP, Unit No. 2, and the two associated Independent Spent Fuel Storage Installations. The changes made in this revision were determined to not decrease the safeguards effectiveness of the plan.

Pursuant to 10 CFR 50. 5 4 (p)( 2 ), 10 CFR 72.44(e), and 10 CFR 72.186(b), Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), submits, as Attachment I, a report containing a description of changes made in PSP, Revision 10. In addition, a copy of PSP, Revision 10, is provided as Attachment II.

There are no commitments associated with this letter.
