B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-261/LICENSE NO. DPR-23 QUALITY ASSURANCE PROGRAM FOR INDEPENDENT SPENT FUEL STORAGE INSTALLATION Ladies and Gentlemen:

Pursuant to 10 CFR 72.140(c) and (d), Progress Energy Carolinas (PEC), Inc., also known as Carolina Power and Light Company (CP&L), hereby provides notification of its intent to apply the previously approved 10 CFR 50, Appendix B, Quality Assurance Program for the H. B.

Robinson Steam Electric Plant (HBRSEP), Unit No. 2, License No. DPR-23, to Independent Spent Fuel Storage Installation (ISFSI) activities.

This notification is related to a planned ISFSI, which is expected to be operational in 2005 at the HBRSEP site. The planned ISFSI will be operated under a general license associated with Transnuclear NUHOMS System Certificate of Compliance No. 1004. PEC currently operates and maintains an ISFSI at the HBRSEP site under a site-specific license (Docket No.

72-3/License No. SNM-2502). The 10 CFR 50, Appendix B, Quality Assurance Program for License No. DPR-23 has been applied to the existing ISFSI and will also be applied to the planned ISFSI.

Additionally, PEC will comply with the requirements of 10 CFR 72.174 in regard to record-keeping of quality assurance records for the planned ISFSI.

Revision 15 of the Quality Assurance Program Description for License No. DPR-23 is the latest revision to require NRC approval. Revision 15 was submitted in a CP&L letter dated June 2, 1997, and was approved in an NRC letter dated May 15, 1998. The latest revision of the Quality Assurance Program Description, Revision 18, was submitted in a letter dated May 12, 2003, as part of the latest update to the Final Safety Analysis Report.
