License Amendment Request Related to Oyster Creek Nuclear Generating Station Reactor Building Vital Area Access Control In accordance with 10 CFR 50.90, "Application for amendment of license, construction permit, or early site permit," Exelon Generation Company, LLC (Exelon) requests an amendment to Renewed Facility Operating License No. DPR-16 for Oyster Creek Nuclear Generating Station (OCNGS).

Exelon is proposing to implement an "alternativemeasure"for satisfying applicable requirements of 10 CFR 73.55 related to controlling vital area access for certain portions of the Reactor Building at OCNGS. Pursuant to the requirements of 10 CFR 73.55(r) the U.S.

Nuclear Regulatory Commission (NRC) may authorize an applicant or licensee to provide a measure for protection against radiological sabotage other than one required by 10 CFR 73.55 if the applicant or licensee demonstrates that the measure meets the same performance objectives and requirements specified in 10 CFR 73.55(b). In addition, 10 CFR 73.55(r) further stipulates that licensees shall submit proposed "alternativemeasures" to the NRC for review and approval in accordance with 10 CFR 50.4, "Written communications,"and 10 CFR 50.90, "Applicationfor amendment of license, construction permit, or early site permit,"prior to implementation.

Accordingly, Exelon is submitting this license amendment request pursuant to 10 CFR 50.90 requesting NRC approval of proposed Security Plan changes to implement an "alternativemeasure"for satisfying applicable requirements of 10 CFR 73.55 related to controlling vital area access for certain portions of the Reactor Building at OCNGS.

SAFEGUARDS INFORMATION Attachments 1 through 21 contain Safeguards Information; upon separation this cover letter is decontrolled U.S. Nuclear Regulatory Commission License Amendment Request Reactor Building Vital Area Access December 19, 2013 Page 2 Specifically, the proposed changes would revise the OCNGS Security Plan and any supporting documentation to further enhance existing protective measure strategies controlling vital area access to the Reactor Building. This submittal contains Safeguards Information and this information is being protected pursuant to 10 CFR 73.21. The affected attachments have been appropriately identified and marked to reflect Safeguards Information content.

The proposed changes have been reviewed by the Plant Operations Review Committee at OCNGS and have been approved by the Nuclear Safety Review Board in accordance with the requirements of the Exelon Quality Assurance Program. (Safeguards Information) provides an evaluation of the proposed changes, including a detailed description, technical and regulatory evaluations including a no significant hazards consideration, and an environmental consideration. Attachments 2 through 21 (Safeguards Information) include copies of applicable training materials, lesson plans, procedures, site drawings/figures, etc. in support of this proposed license amendment request.

There are no regulatory commitments contained in this submittal.

Exelon requests approval of the proposed license amendment by December 19, 2014.

Once approved, the amendment shall be implemented within 60 days.

In accordance with 10 CFR 50.91, "Notice for public comment; State consultation,"

paragraph (b), Exelon is notifying the State of New Jersey of this application for a license amendment by transmitting a copy of this letter to the designated state officials excluding attachments since Safeguards Information is contained in these attachments.
