PRELIMINARY NOTIFICATION - REGION III April 20, 2009 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-III-09-002 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region III staff on this date.

SUBJECT:

UNPLANNED SHUTDOWN DUE TO MAIN STEAM PRESSURE INSTRUMENTS NOT CALIBRATED AS REQUIRED DESCRIPTION:

On April 16, 2009, the licensee identified that it had not been properly performing several of the calibrations related to the main steam pressure instruments. The licensee subsequently revised its procedures and began the calibrations. However, because of the time needed to revise the procedures and complete the calibrations, the licensee was required by its Technical Specifications to shut down the reactor. The reactor was shut down at approximately 11:45 p.m.

on April 16, 2009.

After the shutdown, the licensee also discovered that one of the reactor trip system instrumentation trip setpoints was improperly set. This setpoint was recalibrated to the appropriate value during the shutdown.

On April 20, 2009, the licensee completed the calibrations and at approximately 5:15 a.m.

restarted the reactor. The licensee plans to return the reactor to full power within the week. The NRC resident inspectors from Kewaunee and the nearby Point Beach plant observed shutdown and startup activities.

The information in this preliminary notification has been reviewed with licensee management.

The State of Wisconsin has been notified.
