PRESERVICE INSPECTION PROGRAM (TAC NO. 66831)

RE: LIMERICK GENERATING STATION, UNIT 2 Your letter of September 10, 1987 submitted Revision 1 of the Preservice Inspection-Program (PSI) for Limerick Generating Station, Unit 2. In response to our request for additional information, dated May 10, 1988, a partial response was provided by your letters of August 15 and October 27, 1988. Your letter of January 3,1989 submitted Revision 2 of the PSI, a set of P& ids and specific preservice inspection requests for relief from certain ASME Code 1 requirements.

We have completed our review of your submittals. Our evaluation is included in Sections 5.2.4 and 6.6.4 and in Appendix Q of Supplement No. 7 to the staff's SER for Limerick, Units 1 and 2, NUREG-0991. We have evaluated the requests for relief from the ASME Code required examinations which you 4 determined to be impractical and concluded that you have demonstrated that either (1) the proposed alternatives would 3rovide an acceptable level of quality and safety or (2) compliance with tie specific requirements of Section XI would result in hardships or unusual difficulties without a compensating increase in the level of quality and safety. The specific preservice inspection requests for relief from certain ASME Code requirements discussed in your submittal of January 3,1989 and in Appendix Q cf SSER 7 to NUREG-0991 are hereby granted. On the basis of our review of your submittals, we also conclude that the preservice inspection program for the reactor coolant pressure boundary and for Code Class 2 and 3 systems and components at Limerick, Unit 2 is acceptable and in compliance with 10 CFR 50.55a(g)(2).
