Gentlemen:

SUBJECT: Inservice Inspection Programs for Prestressed Concrete Containment Structures

The Office of Standards Development is in the process of awarding a contract to Oak Ridge National Laboratories to compile and review the containment inservice inspection (ISI) records of all operating nuclear power plants with greased prestressing tendons. The purpose of this contract is to assess the data accumulated to date on the ISI of greased tendons in containments, and to determine the effectiveness of these programs.

The contractor will review Regulatory Guides 1.35 and 1.35.1 and the relevant draft of the ASME Section XI Working Group on ISI of Concrete Pressure Components. In addition, the contractor is being asked to visit a few sites to observe the ISI of greased prestressing tendons. The contractor will then be asked to make recommendations to improve the existing programs.

With this letter, we are requesting voluntary submissions of existing data, summaries and records of the ISI tests of containments with greased pre-

stressing tendons, which should contain the following information:

a. Sample size and method of sample selection,

b. Procedure for lift-off testing,

c. Procedure for testing of corrosion inhibiter (i.e., grease),

d. Procedure for tendon material testing,

e. Acceptance and rejection criteria used for the test program, and

f. Repair, replacement and corrective actions.

Information already reported to the NRC need not be included. We also welcome any comments, observations or suggestions you may consider relevant to this effort. In your response please indicate any ISI tests planned between December 1980 and June 1981 that our contractor could observe.
