Proposed Technical Specification Chege (License Amendment) - Main Condenser 3/4 11.2.7 Pursuant to 10CFR50.90, Detroit Mison Company hereby proposes to amend Operating License tPF-43 for the Fermi 2 plant by incorporatirg the enclosed changes into the Plart Technical Specifications.

The Proposed charige identifies the location of the noble gas monitor in the Fermi 2 off gas system and makes corrections in the terminology. In the ACTION stat =cnt of 3.11.2.7, the term "!KTr STAtOBY" is replaced by "MARItJP, with all main steam lines isolated", in accordance with Fermi 2 definitions, while retaining the intent. Detroit Misons's Technical Specification Inprovement Progran identified this specification for change due to confusion over wh!.t is neant by IKTP EAtOBY ard over which nonitor in the Fermi 2 off gas systen is applicable for this specification.

Detroit Eison has evaluated the proposed Technical Specifications against the criteria of 10CFR50.92 ard determined that no significant hazards consideration is involved. The Fermi 2 Onsite Review organization he wproved aid the Nuclehr Review Group has reviewed the proposed Technical Specifications and concurs with the enclosed determination.

Pursuant to 10CFR170.12(c), enclosed with this anerdnent request is a check for one hundred fifty dollars ($150.00) . In accordance with 10CFR50.91, Detroit Eison has provided a copy of this letter to the State of Michigan.

. . Enclosuro t0 NRC-88-0252 Page 1 BACKGROUND / DISCUSSION Technical Specificaticn 3/4 11.2.7, Main Condenser provides a LIMITING CONDITION FOR OPERATION (LCO) and SURVEILLANCE REQUIREMENTS (SR) for the gross radioactivity rate of noble gares from the main condenser.

The description of the location of the monitor has been changed to reflect the Fermi 2 system design, but the monitor itself is not changed. The intent of having the monitor provide early indication of high radioactivity in the effluent path from the main condenser steam jet air ejector is not affected.

The words HOT STANDBY are changed to "STARTUP, with all main steam lines isolated", in the ACTION statement of 3 11.2.7 LCO. The intent of reducing reactor power level in order to reduce noble gas production in the reactor core is retained, and isolating the main steam lines effectively stops the release of noble gas to the environs.

A description of the monitoring system and its function is contained in UFSAR Sections 11 3 3 6 and 11.4 3 8.2.2.

SIGNIFICANT HAZARDS CONSIDERATION In accordance with 10CFR50 92 Detroit Edison has made a determination that the proposed amendment involves no significant hazards considerations. To make this determination, Detroit Edison must establish that operation in accordance with the proposed amendment would not 1) involve a significant increase in the probability or consequences of an accident previously evaluated, or 2) create the possibility of a new or different kind of accident from any accident previously evaluated, or 3) involve a significant reduction in a margin of safety,

1) The change in the LCO is mainly a change in words. The tern NOT STANDBY is not in Ferni 2 Technical Specifications, but the words "hot standby" are contained in the description of the mode switch position as part of the definition of STARTUP in Table 1-2. Identifying the location of the monitor in the main condenser off-gas system does not affect its function. Therefore, this change to "STARTUP, with all steam lines isolated", and clarifying the monitor location, does not increase the probability or consequences of an accident previously evaluated.

2) The change in terminology and description of where the monitor is measuring the off gas radioactivity does not create a new or different kind of accident not previously analyzed. The function of the system is not affected and the requirement to reduce reactor power and isolate the main steam lines upon evaluation of the monitor and/or core condition is not altered by this proposed change. ,
3) The margin of safety is not significantly reduced in that neither the functions of the system, the action to secure the l release when appropriate, nor the surveillance requirements are changed.

Based on the above, Detroit Edison has determined that the proposed l amendment does not involve a signifissnt hazards consideration.

ENVIRONMENTAL IMPACT  !

I Detroit Edison has reviewed the proposed Technical Specification  ;

changes against the criteria of 10CFR51.22 for environmental ,

considerations. The proposed change does not involve a significant [

hazards consideration, nor significantly change the types or i significantly increase the amounts of effluents that may be released  ;

offsite, nor significantly increase individual or cummulative  !

occupational radiation exposures. Based on the foregoing, Detroit  !

Edison concludes that the proposed Technical Specifications do meet j the criteria given in 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement. l l

CONCLUSION i

Based on the evaluation above: 1) there is reasonable assurance that the health and safety of the public will not be endangered by l operation in the proposed manner, and 2) such activities will be  !

conducted in compliance with the Commission's regulations and proposed [

amendments will not be inimical to the common defense and security or [

to the health and safety of the public. j i
