Dear Dr. Grace:

Attached is an interim report on the subject item, which was deemed reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21 on May 7,1985. CP&L is pursuing this matter, and it is currently projected that corrective action and submission of the final report will be accomplished by September 1,1985.

Thank you for your consideration in this matter.

Yours very truly, M

SUBJECT:

'Shearon Harris Nuclear Power Plant - Unit No. I 10CFR50.55(e) and 10CFR21 Reportable Deficiency. Control Panel Ventilation for Emergency Diesel Generator sets supplied by Transamerica Delaval Inc. under Purchase Order NY-435079.

ITEM: Generator Panels have inadequate ventilation.

SUPPLIED BY: Transamerica Delaval Inc., Oakland, California. The Generator Control Panels are manufactu ed by RTE-Delta.

NATURE OF DEFICIENCY: Transamerica Delaval, Inc., (TDI) shipped two diesel generator sets to the Shearon Harris site in May and June,1981. On March 12,1985, CP&L sent a letter to TDI questioning the reportability of a design change due to an apparent lack of ventilation in the RTE Delta generator control panels.

Based upon a preliminary telephone response to this letter, NCR 85-1066 was generated. After reviewing the available information, CP&L Engineering determined that inadequate ventilation was provided for the generator control panels. This would result in qu?.lified component temperature limits being exceeded and possible failure of those components.

DATE PROBLEM OCCURRED: Refer to section above.

DATE PROBLEM REPORTED: On May 7, 1985, CP&L (N. 3. Chiangi) notified the NRC (Mr. A. Hardin) that this item was reportable per the provisions of 10CFR50.55(e) and 10CFR, Part 21.

SCOPE OF PROBLEM: The problem involves the two generator co_ntrol panels shipped for Unit I under Order No. NY-435079.

SAFETY IMPLICATION: The diesel generators supply power to the ESF buses in case of a loss of both normal on-site and off-site power sources. If key components in the generator control panel were to fall, a loss of on-site standby power would occur.

.e REASON DEFICIENCY IS REPORTABLE:- If left uncorrected, failure of the generator control panel would lead to loss of the ability to supply emergency power.

CORRECTIVE ACTION: The panel manufacturer has qualified fans which will supply the air flow necessary to maintain temperatures in the panel at a level which would allow unlimited life for the components in these panels. These fans will be installed in the panels as soon as installation procedures and the fans are supplied to the site.

FINAL REPORT: A final report will be issued once the corrective action described above has been completed. It is currently projected that the submittal date will be September 1,' 1985.
