NRC Interim Staff Guidance JLD-ISG-2012-03, Compliance with Order EA-12-051, Reliable Spent Fuel Pool Instrumentation, Revision 0, August 29, 2012 On March 12, 2012, the Nuclear Regulatory Commission ("NRC" or "Commission") issued an order (Reference 1) to STP Nuclear Operating Company. Reference 1 was immediately effective and directs STP Nuclear Operating Company to have a reliable indication of the water level in associated spent fuel storage pools. Specific requirements are outlined in Attachment 2 of Reference 1.

Reference 1 requires submission of an initial status report 60 days following issuance of the final interim staff guidance. The final interim staff guidance (Reference 2) was dated August 29, 2012. The purpose of this letter is to provide the initial status report pursuant to Section IV, Condition C.2, of Reference 1 within 60 days following issuance of Reference 2. This report confirms STP Nuclear Operating Company has received Reference 2 and is in the process of evaluating the guidance for the purpose of providing a reliable indication of the water level in associated spent fuel storage pools as described in Attachment 2 of Reference 1.

Major activities completed during this reporting period:

  • The scope of work for this requirement has been defined and included in a contract awarded to a major Architect-Engineer (A/E), with significant nuclear experience, to provide assistance to STP Nuclear Operating Company in implementing the subject Order.

  • STP Nuclear Operating Company has assigned the necessary resources to provide oversight to this work and the A/E has also assigned experienced resources.
  • The A/E has developed a detailed schedule for this work, defining the work activities, their relationships and the completion date for all activities.
  • Initial site walkdowns have been completed of the spent fuel pool area and the area where it is expected the level indication will be provided, as well as the other areas that may be involved in the project.

" Meetings have been held with the potential suppliers who are currently indicating that they may provide the required instrumentation for this application.

  • A preliminary assessment has been made of the capabilities of the potential suppliers.

Planned activities for the next six months:

" Continued discussion with the potential suppliers on their plans for supplying these devices.

" Development of the service requirements that these devices will be required to meet.

" Continued discussion with the potential suppliers on their plans for testing of their devices.

  • Development of conceptual specifications and installation strategy.

" Development and submittal of the overall integrated plan.

Technical difficulties encountered that could affect the ability to provide the licensee's February 28, 2013, submittal:

  • A project milestone schedule will be provided with the overall integrated plan.
  • Implementation of the order will be completed for STP Unit 1 prior to startup from Refueling Outage (1 RE19) planned October 28, 2015.

" Implementation of the order will be completed for STP Unit 2 prior to startup from Refueling Outage (2RE17) planned November 1, 2014.
