Dear Sir or Madam:

In accordance with the requirements of 10 CFR 50, Appendix E, Section VI.3.a, Nebraska Public Power District is submitting this letter to provide notification of revisions to the Cooper Nuclear Station Emergency Response Data System (ERDS) Data Point Library (DPL). Nuclear Regulatory Commission (NRC) notification of these changes is required within 30 days.

A new meteorological tower was installed and implemented on October 31, 2012, that prompted a review of applicable points in the ERDS DPL. This review determined that the DPL point for WIND SPEED, lOOM LVL WIND SPEED, did not contain an appropriate Alarm/Trip Set Point.

Therefore, it was modified to reflect an Alarm/Trip Set Point consistent with the installed equipment.

During this review, the calculation for STAB CLASS, AIR STABILITY CLASS AT lOOM, was identified as being incorrect and was also corrected. The STAB CLASS point calculation now determines the parameter value based on the differential temperature between the 10 meter level and 100 meter level instruments. This calculation correction was completed on October 3, 2012.

As a result of a review of the DPL, several other changes were made to reflect the configuration of the feeds to the ERDS system. These changes primarily reflect changes in alarm set points that have been implemented. The affected points in the DPL include the following:

" NI SOURC RNG, AVERAGE SRM (SOURCE RANGE)

  • EFF GAS RAD, ELEVATED RELEASE POINT RADIATION LEVEL
  • DW RAD, AVERAGE DRYWELL RADIATION
  • MN STEAM RAD, AVERAGE MS RAD LEVEL We have also taken the opportunity to reformat the entire document. This document supersedes the previous DPL in its entirety.
