Letter from Paul Fleming, Nebraska Public Power District, to U.S. Nuclear Regulatory Commission, dated October 23, 2006, "Reporting of Changes in Emergency Core Cooling System Evaluation Models" The purpose of this letter is to submit the 2006 annual report of changes or errors in the Emergency Core Cooling System (ECCS) Evaluation Models pursuant to 10 CFR 50.46(a)(3)(ii) for the Cooper Nuclear Station (CNS).

By letter dated October 23, 2006 (Reference) the Nebraska Public Power District (NPPD) reported the reanalysis of the Licensing Basis (LB) Peak Clad Temperature (PCT) for CNS, including the nature of the change and the estimated impact on PCT pursuant to 10 CFR 50.46(a)(3)(i). That letter reported the PCT as 2040'F. NPPD reports that there were no other errors or changes to the ECCS Evaluation Models used for CNS, and that the current value of PCT for CNS is 2040'F as reported in the Reference letter. As a result, CNS continues to comply with the PCT limit of 2200'F specified in 10 CFR 50.46(b)(1).

NPPD has historically submitted the CNS annual report required by 10 CFR 50.46(a)(3)(ii) in the later part of December each year. NPPD advises the Nuclear Regulatory Commission that, beginning with the calendar year 2007 reporting period, this report will be submitted in January of the year following the close of the reporting period. The reporting period for changes to or errors in the ECCS Evaluation Models will be January 1 through December 31 of each year.
