Background

The Metal-Enclosed Bus Inspection Program is described in the License Renewal Application (LRA) in Section B.1.20 and includes an enhancement to revise appropriate procedures to add the 480V bus associated with substation A to the scope of bus inspected. This was also reflected in the LRA UFSAR Section A.2.1.19. This bus was considered within the scope of license renewal for 10 CFR 54.4(a)(3), because it provides AC power to the IP2 Diesel Fire Pump (DFP). However, based on a recent evaluation, the 480V bus is not used for starting the DFP. The AC power is used to maintain the control system's dual batteries in a charged state, which in turn provide the DC power for starting the DFP and the power for instrumentation. Any loss of the 480V bus associated with Substation A would initiate an automatic start of the DFP via the batteries.

Therefore, the 480VAC bus associated with Substation A does not perform a license renewal intended function based on 10 CFR 54.4, so the enhancement to the Metal-Enclosed Bus Inspection Program to include the 480V bus associated with Substation A is no longer necessary. The following changes reflect this conclusion.

LRA UFSAR Changes A.2.1.19 Metal-Enclosed Bus Inspection Program The Metal-Enclosed Bus Inspection Program is an existing program that performs inspections on the following non-segregated phase bus.

  • 6.9kV bus between station aux transformers and switchgear buses 1/2/3/4/5/6
  • 480V bus a..ociated with substatin A
  • 480V bus between emergency diesel generators and switchgear buses 2A/3A/5A16A Inspections of the metal enclosed bus (MEB) include the bus and bus connections, the bus enclosure assemblies, and the bus insulation and insulators. A sample of the accessible bolted connections will be inspected for loose connections. The bus enclosure assemblies will be inspected for loss of material and elastomer degradation. This program will be used instead of the Structures Monitoring Program for external surfaces of the bus enclosure assemblies. The internal portions of the MEB will be inspected for foreign debris, excessive dust buildup, and evidence of moisture intrusion. The bus insulation or insulators are inspected for degradation leading to reduced insulation resistance (IR). The bus insulation will be inspected for signs of embrittlement, cracking, melting, swelling, or discoloration, which may indicate overheating or aging degradation. The internal bus supports or insulators will be inspected for structural integrity and signs of cracks and corrosion. These inspections include visual inspections, as well as quantitative measurements, such as thermography or connection resistance measurements, as required.

The Metal-Enclosed Bus Inspection Program will be enhanced to include the following.

" Revise appropriate procedures to visually inspect the external surface of MEB enclosure assemblies for no unacceptable loss of material at least once every ten years. The inspection will occur prior to the period of extended operation and the acceptance criterion will be no significant loss of material.

  • Revise appropriate procedures to inspect bolted connections at least once every five years if only performed visually or at least once every ten years using quantitative measurements such as thermography or contact resistance measurements. The first inspection will occur prior to the period of extended operation.
  • Revise acceptance criteria of appropriate procedures for MEB internal visual inspections that will include the absence of indications of dust accumulation on the bus bar, on the insulators, and in the duct, in addition to the absence of indications of moisture intrusion into the duct.

Enhancements will be implemented prior to the period of extended operation.

Oneratina Exoerience A comparison of techniques for the cleaning and inspection of metal-enclosed buses at IP2 and IP3 was performed to develop a site-wide program procedure. Input from a review of NRC Information Notice 2000-014 was also used for this procedure. Comparison of program techniques and use of industry findings in the development of site-wide procedures provide assurance that the program will remain effective for managing aging effects for passive components.

Conclusion The Metal-Enclosed Bus Inspection Program is effective at managing aging effects. The Metal-Enclosed Bus Inspection Program assures the effects of aging are managed such that the applicable components will continue to perform their intended functions consistent with the current licensing basis through the period of extended operation.

Background

Amendment 5, which included the annual update to the license renewal application, revised the aging management review results for the sump screens, strainers and flow barriers in the structures monitoring program as a result of the change in material from carbon steel to stainless steel. For material made from stainless steel in an air-indoor uncontrolled environment, NUREG 1801 Item 11l.B1.3-7 (TP-5) indicates that no aging management program is necessary. Therefore, the annual update showed for "sump screens, strainers and flow barriers" that there were no aging effects requiring management and no aging management program was necessary. Amendment 5 updated tables in Sections 2 and 3 of the LRA, but did not update Appendix A, Appendix B or the NRC commitment list. Accordingly, the updates to these documents are provided below.

Since protective coatings are not relied upon to manage the effects of aging for structures included in the Structures Monitoring Program, the program does not address protective coating monitoring and maintenance.

NUREG-1801 Consistency The Structures Monitoring Program is consistent with the program described in NUREG-1801,Section XI.S6, Structures Monitoring Program, with enhancements.
