Dear Dr. Murley:

In.accordance with the Code of Federal Regulations, Title 10,  ;

Sections 50.59 and 50.90, Iowa Electric Light and Power Company (IELP) hereby requests revision of the Technical Specifications (TS) for the Duane Arnold Energy Center (DAEC).

The proposed change (RTS-263) consists of editorial changes to correct typographical and administrative errors. These errors .

were discovered when- IET P s cc'+ rolled copy of the DAEC TS was  ;

compared with the NRC's1 authority file copy. Reference 1 ,

transmitted a copy of the NRC authority file to us. Reference'2 ,

provides background on the comparison. 1 This application has been reviewed by the DAEC Operations -

Committee and the DAEC Safety Committee. A copy of this .

submittal, along with the no significant hazards consideration ~

analysis, is being forwarded to our appointed state official pursuant to 10 CFR 50.91.

Background:

The Iowa Electric Light and Power (IELP) Licensing Department recently compared the IELP controlled copy of Duane Arnold Energy Center ~(DAEC) Technical Specifications (TS) with the NRC authority file copy. This comparison was initiated after some discrepancies were identified.

Upon completion of this comparison, IELP Licensing discussed all.

the discrepancies with NRC to develop a plan-for resolving them.

One part of that plan was for IELP to request TS revisions to correct the administrative and typographical errors identified.

This TS amendment requent is submitted to correct those errors.

Iowa Electric Light and Power Company, Docket No. 50-331, Duane Arnold Energy Center, Linn County, Iowa Date of Amendment Request: December 22, 1993 Description of Amendment Request:

The proposed TS-Amendment consists of changes which should have been included as-part of previous amendment requests, capitalizing a defined word, spelling corrections, correcting.

typographical errors and revisions to make TS consistent with other approved documents. All the changes are editorial in nature.

Basis for proposed no significant hazards consideration:

The Commission has provided standards (10 CFR 50.92(c)) for determining whether a significant hazards consideration exists. -

A proposed amendment to an operating license for a facility involvesuno significant hazards consideration if operation of-the i facility in accordance with the proposed amendment would not-(1) involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the. possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant' reduction-in a margin of safety.

In reviewing this proposed amendment to the DAEC TS, we have reached these conclusions:

1) The proposed' amendment does not involve ~a significant increase in the probability or consequences of an accident  ;

1 previously evaluated. The amendment-would only correct administrative and typographical errors. No physical changes to the plant or to the operation of the plant would i l

result from this amendment.
