ARNOLD February 22, 2016 NG-1 6-0046 10 CFR 50.90 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Duane Arnold Energy Center Docket No. 50-331 Renewed Op. License No. DPR-49 Request for Clarification of Amendment 292 Safety Evaluation

References:

1) License Amendment Request (TSCR-1 51) for Adoption of Technical Specifications Task Force (TSTF) Traveler TSTF-501, Revision 1, "Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control", NG-14-0291, dated January 26, 2015 (ML15029A600)
2) Letter, Chawla (NRC) to Vehec (NextEra), "Duane Arnold Energy Center - Issuance of Amendment to Adopt Technical Specifications Task Force (TSTF)-501. "Relocate Stored Fuel Oil and Lube Oil Volume Values to Licensee Control" (CAC No.

MF5741)," dated December 22, 2015 (ML15310A082)

In the Reference 1 letter, NextEra Energy Duane Arnold, LLC (hereafter NextEra Energy Duane Arnold) submitted a License Amendment Request for the Duane Arnold Energy Center (DAEC) pursuant to 10 CFR 50.90. Subsequently, the NRC approved that Technical Specification change as License Amendment 292 via Reference 2.

NextEra Energy Duane Arnold respecifully requests clarification of the Reference 2 "Safety Evaluation by the Office of Nuclear Reactor Regulation Related to Amendment No. 292 to Facility Operating License No. DPR-49," hereafter referred to as the NRC Amendment 292 SE.

NextEra Energy Duane Arnold, LLC, 3277 DAEC Road, Palo, IA52324

Document Control Desk NG-1 6-0046 Page 2 of 2 The current licensing basis for the DAEC, as described in Section 9.5.3 of the original Safety Evaluation of the DAEC, dated January 23, 1973 (ML091480085) describes the Emergency Diesel Generator (EDG) configuration as follows:

Two redundant diesel generators, physically separatedare provided with independent air starting, fuel day-tank, cooling system, and lube oil systems.

and A common fuel oil storage tank has fuel capacity for a single engine operating at rated power conditions for seven days.

There are statements consistent with this common fuel oil storage tank configuration in our Updated Final Safety Analysis Report and Technical Specifications Bases. This configuration is also consistent with ANSI N195-1976 for single unit sites.

The NRC Amendment 292 SE contains several statements that imply the DAEC has two fuel oil storage tanks, one for each EDG. We respectfully request that the NRC Amendment 292 SE be clarified or revised to reflect our current licensing basis configuration of a common fuel oil storage tank with fuel capacity of 7 days for a single EDG operating at rated power conditions.
