In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC)of the completion of Vogtle Electric Generating Plant(VEGP)

Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.2.01.01 [Index Number 90]. This ITAAC verified that the functional arrangement of the Containment System (CNS) and associated systems is as described in the Design Description of Combined License (COL) Appendix C, Section 2.2.1. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52", which is endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company(SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

1. The functional arrangement of the CMS and associated systems is as described in the Design Description of this Section 2.2.1.

Inspections. Tests. Analyses:

Inspection of the as-built system will be performed.

Acceptance Criteria:

The as-built CMS conforms with the functional arrangement as described in the Design Description of this Section 2.2.1.

ITAAC Determination Basis An inspection of the as-built containment system (CMS)and associated systems was conducted after completion of construction to confirm that the functional arrangement of the CMS and associated systems is as described in the Design Description of Combined License (COL)

Appendix C, Section 2.2.1. This inspection encompassed the structures, systems, and components(SSCs) identified in the COL Appendix C, Section 2.2.1 Design Description, including those in Table 2.2.1-4 and Figure 2.2.1-1.

The inspection (walkdown) was completed in accordance with ND-RA-001-012, Functional and Physical Arrangement Scoping Process (Reference 1), which required the preparation of a detailed inspection plan. This inspection plan included the use of detailed drawings such as Piping and Instrumentation Drawings (P&IDs) or Single Line Elementary Drawings to perform visual observations and compared the as-built system to the Design Description.

The inspection results were documented in the Unit 3 Principal Closure Document(Reference 2) as well as the Unit 3 ITAAC 2.2.01.01 Completion Package (Reference 3)and verified that the SSCs are physically arranged and located to perform the functions described in the Design Description and referenced table and figure. The inspection results confirmed that the as-built CMS and associated systems conform with the functional arrangement as described in the COL Appendix C, Section 2.2.1, Design Description.

The Unit 3 Principal Closure Document(Reference 2) is available for NRC inspection as well as is the Unit 3 ITAAC 2.2.01.01 Completion Package.

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC.

The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.2.01.01 (Reference 3)and is available for NRC review.

U.S. Nuclear Regulatory Commission ND-20-1190 Enclosure Page 3 of 3 ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRG that ITAAC 2.2.01.01 was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
