In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 3 inspections. Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.2.02.05c [Index Number 130]. This ITAAC verified that the as-built Passive Containment Cooling Ancillary Water Storage Tank (PCCAWST)and its anchorage were designed and constructed using seismic Category II methods and criteria. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

Inspections. Tests. Analvsis Inspection will be performed for the existence of a report verifying that the as-built PCCAWST and its anchorage are designed using seismic Category II methods and criteria.

Acceptance Criteria A report exists and concludes that the as-built PCCAWST and its anchorage are designed using seismic Category II methods and criteria.

ITAAC Determination Basis Inspections were conducted to verify that the Passive Containment Cooling Ancillary Water Storage Tank(PCCAWST)can withstand a seismic event. The inspections confirmed the existence of a report verifying that the as-built PCCAWST and its anchorage are designed and constructed using the seismic Category II methods and criteria described in VEGP 3&4 Updated Final Safety Analysis Report, Section 3.7.2, Seismic System Analysis (Reference 1). VEGP 3&4 Updated Final Safety Analysis Report, Table 3.2-3, AP1000 Classification of Mechanical and Fluid Systems, Components and Equipment(Reference 2) identifies the PCCAWST as Seismic Category II.

The PCCAWST supplier issued a seismic analysis report that is included as part of the Vogtle Unit 3 PCCAWST As-Built Seismic Design Report(Reference 3). The design report was reviewed to verify that the PCCAWST and anchorage meet seismic Category II requirements using the seismic Category II methods and criteria described in Reference 1. Inspections were performed following PCCAWST installation to confirm that the as-built tank and its anchorage are installed per design report specifications. Inspection of non-conformances were documented and dispositioned to ensure the as-built tank and its anchorage were designed and constructed to seismic Category II methods and criteria.

The Vogtle Unit 3 PCCAWST As-Built Seismic Design Report(Reference 3) documents that the as-built PCCAWST and its anchorage were designed using seismic Category II methods and criteria. This report is available for NRC inspection as part of the ITAAC 2.2.02.05c Completion Package (Reference 4).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings

U.S. Nuclear Regulatory Commission ND-20-1142 Enclosure Page 3 of 3 associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.2.02.05c (Reference 4)and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.2.02.05c was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
