In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC)of the completion of Vogtle Electric Generating Plant(VEGP)

Unit 3 and Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 3.3.00.05a [Index Number 784]. This ITAAC verified that a water barrier exists on the nuclear island exterior walls up to site grade. The closure process for this ITAAC is based on the guidance described in NEI-08-01,"Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52", which is endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company(SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

5.a) Exterior walls and the basemat of the nuclear island have a water barrier up to site grade.

Inspections. Tests. Analvses:

An inspection of the as-built water barrier will be performed during construction.

Acceptance Criteria:

A report exists that confirms that a water barrier exists on the nuclear island exterior walls up to site grade.

ITAAC Determination Basis This ITAAC was performed to demonstrate that the exterior walls of the nuclear island have a water barrier up to site grade. This ITAAC required that inspections were performed during construction of the as-built nuclear island water barrier to ensure that the exterior walls of the nuclear island have a water barrier installed up to site grade.

Multiple inspections of the as-built water barrier were performed during construction following placement of the water barrier on the basemat and exterior walls up to site grade prior to concealment (e.g., concrete placements or backfill). These inspections were performed by qualified Quality Control(QC) personnel and documented in multiple inspection reports. The inspections documented that the water barrier was installed in accordance with SV0-AT01-Z0-800001 (Reference 2). The QC inspection records are contained in the records for the installation Work Qrder Packages. Areas that failed in-process inspections (including damage) were identified in the associated inspection record. For failures, a Non-Conformance Report was initiated and dispositioned. When additional field work was required to address a nonconforming condition, a follow-up QC inspection was performed.

A summary of the inspection records was completed and is documented in ITAAC Technical Report(ITR) SVO-1000-ITR-800784-Rev0 (reference 3). The ITR involved a review of the Work Qrder Packages, QC Inspection Records, Non-Conformance Reports, and other supporting documents related to the nuclear island water barrier installation on both units. The ITR concluded that a water barrier exists on the nuclear island exterior walls up to site grade on Unit 3 and Unit 4.

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Qperating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 3.3.00.05a was performed for VEGP Unit 3 and Unit 4 and that the prescribed acceptance criteria are met.
