Southern Nuclear Operating Company (SNC), the licensee for Vogtle Electric Generating Plant (VEGP) Units 3 and 4, submitted Revision 1 of the Mitigative Strategies Description and Plans (MSD)for Loss of Large Areas (LOLA) of the plant due to explosions or fire on November 12, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML103200368; Security-Related Information withheld from public disclosure in accordance with 10 CFR 2.390).

As noted in the MSD Revision 1, SNC will manage MSD commitments in accordance with the Nuclear Energy Institute guidance document NEI 99-04, "Guidelines for Managing NRC Commitment Changes", which requires notifying the NRC of certain MSD regulatory commitment changes. This letter notifies the NRC of such an MSD commitment change and provides the revised regulatory commitment and associated basis for the commitment change in the Enclosure. SNC has evaluated this commitment change in accordance with NEI 99-04 and determined that this commitment change does not require NRC approval.

The information in the Enclosure contains Security-Related Information and, therefore, is requested to be withheld from public disclosure in accordance with 10 CFR 2.390.
