In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant(VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.3.03.02 [Index Number 319]

for verifying the ancillary diesel generator fuel tank can withstand a seismic event. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

2. The ancillary diesel generator fuel tank can withstand a seismic event.

Insoections.Tests. Analysis Inspection will be performed for the existence of a report verifying that the as-built ancillary diesel generator fuel tank and its anchorage are designed using seismic Category II methods and criteria.

Acceotance Criteria A report exists and concludes that the as-built ancillary diesel generator fuel tank and its anchorage are designed using seismic Category II methods and criteria.

ITAAC Determination Basis An inspection is conducted to verify that the ancillary diesel generator fuel tank can withstand a seismic event. The inspection confirms the existence of a report verifying that the as-built ancillary diesel generator fuel tank and its anchorage are designed using the seismic Category II methods and criteria described in VEGP 3&4 Updated Final Safety Analysis Report, Section 3.7, Seismic Design (Reference 1). VEGP 3&4 Updated Final Safety Analysis Report, Table 3.2-3, AP1000 Classification of Mechanical and Fluid Systems, Components and Equipment (Reference 2) identifies the ancillary diesel generator fuel tank as Seismic Category II.

The ancillary diesel generator fuel tank supplier issues a seismic analysis report that is referenced in the Ancillary Diesel Generator Fuel Tank and Anchorage As-Built Report SV3-1010-GCR-005(Reference 3). The as-built report is reviewed to verify that the ancillary diesel generator fuel tank and anchorage meets seismic Category II requirements using the seismic Category II methods and criteria described in Reference 1. Inspections are performed following ancillary diesel generator fuel tank installation to confirm that the as-built tank and its anchorage are installed per design report specifications. Inspection non-conformances are documented and dispositioned to ensure the as-built tank and its anchorage are designed and constructed to seismic Category II methods and criteria.

The Ancillary Diesel Fuel Tank and Anchorage As-Built Report SV3-1010-GCR-005 documents that the as-built ancillary diesel generator fuel tank and its anchorage are designed using seismic Category II methods and criteria. This report is available for NRC inspection as part of the ITAAC Completion Package (Reference 4).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion reviews are documented in the ITAAC Completion Package for ITAAC 2.3.03.02(Reference 4)and are available for NRC review.

U.S. Nuclear Regulatory Commission ND-19-0260 Enclosure Page 3 of 3 iTAAC Completion Statement Based on the above information, SNC hereby notifies the NRG that ITAAC 2.3.03.02 was performed for VEGP Unit 3 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
