The purpose of this letter is to provide a required report in accordance with 10 CFR 50.46, "Acceptance Criteria for Emergency Core Cooling Systems for Light-Water Nuclear Power Reactors," for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4 combined licenses (COLs), License Nos. NPF-91 and NPF-92, respectively.

On March 31, 2017, Southern Nuclear Operating Company (SNC) submitted license amendment request (LAR)-17-009 [ML17090A209]. The requested amendment proposed changes to UFSAR Tier 2 and COL Appendix C (and plant-specific Tier 1) information with regard to the passive core cooling system (PXS) low pressure injection and fourth-stage automatic depressurization system (ADS) flow resistances.

On February 28, 2018, the NRC approved the changes proposed in LAR-17-009 as Amendment No. 111 for Vogtle Unit 3 and Amendment No. 110 for Vogtle Unit 4 [ADAMS Package -

ML18026A565]. SNC incorporated these amendments into the Vogtle 3&4 Licensing Basis via licensing document change request (LDCR)-2017-040 on March 28, 2018. Analyses performed by Westinghouse Electric Company (WEC) have shown that the design changes associated with LAR-17-009 result in an estimated peak clad temperature (PCT) increase of 144°F for the small break loss-of-coolant accident (SBLOCA) transient. This increase is in addition to SBLOCA PCT increases of 32°F and 13°F reported in WEC letter DCP_NRC_003328 dated March 23, 2018 [ML18086A025], as referenced in SNC letter ND-18-0393 dated April 6, 2018

[ML18096A283].

The attachment to this letter provides the background, affected evaluation model, estimated effect for the changes, and an updated SBLOCA PCT rackup sheet. The attachment refers to LAR-114 and LAR-133, which are Westinghouses LAR numbers for SNC LAR-16-012 and LAR-17-009, respectively.

A full SBLOCA reanalysis is scheduled to be performed and implemented in an upcoming LAR.

The LAR will incorporate cumulative design changes, including those from LAR-16-012 and

U.S. Nuclear Regulatory Commission ND-18-0494 Page 2 of4 LAR-17-009, and update the licensing basis accordingly. This LAR is currently scheduled to be submitted April 16, 2019.

Southern Nuclear Operating Company's (SNC's) COLs for VEGP Units 3 and 4 incorporate by reference Appendix D to 10 CFR Part 52, and thus, utilize the Peak Cladding Temperature (PCT) calculations performed by WEC. Therefore, the PCT calculations performed by WEC are applicable to the VEGP Units 3 and 4 COLs.

Background

The design changes associated with License Amendment Request (LAR) 133 are changes to automatic depressurization system (ADS) Stages 1, 2, 3, and 4 line resistances and in-containment refueling water storage tank (IRWST) line resistances. These changes impact the AP1000 plant small break loss-of-coolant accident (SBLOCA) analysis. These items represent changes in plant configuration or associated set points, distinguished from an evaluation model change in Section 4 of WCAP-13451 [1].

Affected Evaluation Model(s) 1985 Westinghouse Advanced Plant Small Break LOCA Evaluation Model with NOTRUMP.

Estimated Effect Updated SBLOCA calculations using the latest limiting SBLOCA transient have been performed to assess the impact of the changes to the ADS Stages 1 - 4 and IRWST injection line resistances associated with LAR-133. The updated calculations resulted in a 144°F PCT penalty, which is assessed against the AP1000 Core Reference Report analysis [2].
