October 20, 1999 Mr. David J. Modeen Director, Engineering Nuclear Generation Division Nuclear Energy Institute 1776 1Street, NW, Suite 400 Washington, DC 20006-3708

Dear Mr. Modeen:

The U.S. Nuclear Regulatory Commission (NRC) staff has developed a preliminary draft of the comprehensive fire protection regulatory guide for stakeholder review and comment. The staff has placed the draft in the NRC public document room, and will post it on the NRC web site, and will issue a Federal Register Notice to inform all interested parties of its availability and to request comments. A copy of the draft is enclosed for your information and use.

In order to meet the schedule for the issuance of the regulatory guide specified in SECY-99 152, "Status of Reactor Fire Protection Projects," dated June 7, 1999, the comment period will end on January 7, 2000. After it receives comments from all interested parties, the staff will decide whether it should hold additional meetings, or a public workshop. to discuss the comments received. The staff will then prepare the final draft of the regulatory guide, which it plans to issue for public comment in April 2000.

Please contact Mr. Edward A. Connell of my staff at (301) 415-2838 if you have any questions or need additional information.

Sincerely, John N. Hannon, Chief Plant Systems Branch Division of System Safety and Analysis Office of Nuclear Reactor Regulation
