Dear DCD Staff:

The Nuclear Energy Institute (NEI) 1 and representatives of member companies have developed the attached 0F DRAFT G of NEI 99-01, Revision 7, and are providing it for review by the U.S. Nuclear Regulatory Commission (NRC) staff. To aid the staffs review, we have also included a Track Changes (redline-strikeout) version of the document showing the proposed changes as compared to NEI 99-01, Revision 6.

The changes in the document are being proposed to address:

  • Site operating experience with emergency classification schemes based on NEI 99-01, Revision 6 (e.g., user comments from training sessions, drills and exercises).
  • NRC staff comments on prior drafts of the document, which were provided during public meetings on April 13, 15, 20 and 22; September 22; and October 20, 2021; and June 13, 2022.

Also attached is a change summary document that describes the changes made to the general guidance sections, and the Initiating Conditions and Emergency Action Levels in all Recognition Categories.

We request an opportunity to discuss DRAFT G in a public meeting to obtain the NRC staffs feedback on the document. Following resolution of staff comments, we will submit NEI 99-01, Revision 7, with a request for NRC review and endorsement.
