Subject:

Request for NRC Endorsement of NEI White Paper, Enabling a Remote Response by Members of an Emergency Response Organization, Revision 0 Project Number: 689

Dear DCD Staff:

The Nuclear Energy Institute (NEI) 1 and representatives of member companies have developed the attached NEI White Paper, Enabling a Remote Response by Members of an Emergency Response Organization, Revision 0, and are providing it to the U.S. Nuclear Regulatory Commission (NRC) staff for review and endorsement. Revision 0 contains changes that address NRC staff comments on draft versions of the document, which were provided to us during public meetings on December 15, 2021, and June 14, 2022. It also reflects staff feedback provided to us during two pilot drill demonstrations conducted on November 7, 2022, and January 31, 2023.

The NRC Chief Financial Officer has approved a fee exemption request associated with staff reviews and endorsement of this document because these activities meet the criteria under 10 CFR 170.11(a)(1)(ii). 2 If you have questions or require additional information, please contact me at (480) 737-5876 or CLS@nei.org.

1 The Nuclear Energy Institute (NEI) is responsible for establishing unified policy on behalf of its members relating to matters affecting the nuclear energy industry, including the regulatory aspects of generic operational and technical issues. NEIs members include entities licensed to operate commercial nuclear power plants in the United States, nuclear plant designers, major architect and engineering firms, fuel cycle facilities, nuclear materials licensees, and other organizations involved in the nuclear energy industry.

2 Refer to NRC letter, C. Johnson to S. Perkins, dated August 16, 2021 (ML21200A113).
