POTENTIAL RESTART INSPECTION ACTIVITY PLAN FOR DUANE ARNOLD ENERGY CENTER
Dear Ray Wheaton:
The general inspection policy discussed in Inspection Manual Chapter 2562, Light-Water Reactor Inspection Program for Restart of Reactor Facilities Following Permanent Cessation of Power Operations, states, in part, that the U.S. Nuclear Regulatory Commission (NRC) will ensure that operational readiness has been reasonably verified across the reactor oversight process (ROP) cornerstones of safety. If restart is authorized, the NRC will determine the appropriate point to transition NRC oversight to the ROP.
The enclosed inspection activity plan lists the inspections scheduled through August 20, 2027.
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The inspections listed are tentative and may be revised based on changes in the sites schedule. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant.
On August 27, 2020, Duane Arnold ceased permanent power operations as detailed in the letter from NextEra to the NRC, Certification of Permanent Cessation of Power Operations, (Agencywide Document Access and Management System (ADAMS) Accession No. ML20240A067). On October 12, 2020, NextEra removed all fuel from the reactor, as detailed in the letter from NextEra to the NRC, Certification of Permanent Removal of Fuel from the Reactor Vessel for Duane Arnold Energy Center, (ADAMS Accession No. ML20286A317). On January 23, 2025, NextEra submitted a letter to the NRC requesting exemptions from certain portions of the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.82(a)(2) to pursue the potential reauthorization of power operations at Duane Arnold (ADAMS Accession No. ML25023A270). The NRCs initial acceptance to review Duane Arnolds request for exemptions was documented in ADAMS at Accession No. ML25056A149 on February 27, 2025.
