NOTICE OF AVAILABILITY OF THE FINAL SUPPLEMENT 13, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING LICENSE RENEWAL FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 (EPID NUMBER: L-2025-SLE-0000) (DOCKET NUMBER: 50-261)

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final supplemental environmental impact statement (EIS), Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 13, Second Renewal, Regarding Subsequent License Renewal for H.B. Robinson Steam Electric Plant, Unit No. 2, Final Report, regarding the renewal of Renewed Facility Operating License No. DRP-23 for an additional 20 years of operation for H.B. Robinson Steam Electric Plant, Unit 2 (RNP). The Agencywide Documents Access and Management System (ADAMS) accession number for the final supplemental EIS is ML26062A118. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html.
As discussed in chapter 4 of the final supplemental EIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal for RNP are not so great that preserving the option of subsequent license renewal for energy-planning decisionmakers would be unreasonable. In other words, from the analysis that the NRC staff performed, there is no environmental reason for energy-planning decisionmakers to prevent the plant from operating for an additional 20 years. This recommendation is based on: (1) the analysis and findings in NUREG-1437, Revision 2, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Final Report, dated August 2024; (2) information in the environmental report submitted by Duke Energy Progress, LLC; (3) the NRC staffs consultations with Federal, State, Tribal, and local government agencies; (4) the NRC staffs independent environmental review, which is documented in the final supplemental EIS; and (5) the NRC staffs consideration of public comments.
The NRC staff has prepared a Federal Register (FR) Notice of Availability (NOA) to advise the public that the supplement is publicly available. A separate NOA of the final supplemental EIS will be placed in the FR through the U.S. Environmental Protection Agency.
