H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 - NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENT 13, SECOND RENEWAL, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2025-SLE-0000)

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Draft Supplement 13, Second Renewal, to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437), regarding H. B. Robinson Steam Electric Plant, Unit 2 (RNP).
The draft supplemental environmental impact statement (DSEIS) includes the NRC staffs evaluation of the environmental impacts of the subsequent license renewal (SLR) issues applicable to RNP. The DSEIS considers information contained in Duke Energy Progress, LLC (Dukes) SLR application (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML25091A290). The NRC staff prepared the DSEIS in accordance with NRC regulations and federal law.
The NRC staff has prepared a Federal Register Notice (FR) of Availability to advise the public that the DSEIS is publicly available in ADAMS at accession number ML25344A144. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. In addition, the DSEIS will be available to the public near the site at the Hartsville Memorial Library, 147 West College Ave., Hartsville, SC 29550.
Based on the staffs evaluation in the DSEIS, the NRC staffs preliminary conclusion is there are no environmental reasons for energy-planning decisionmakers to prevent RNP from continuing to operate for an additional 20 years. The NRC staff based its recommendation on the following:
- 1) Dukes environmental report; 2) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; 3) the NRC staffs independent environmental review; and 4) the NRC staffs consideration of public comments received during the scoping process.

A separate Notice of Availability of the DSEIS will be placed in the FR through the U.S.
Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR, expected January 9, 2026.
