Subject:
Withdrawal of 10 CFR 50.12 Exemption Request for Alternate Material Properties Bases
Reference:
Constellation Energy Generation (CEG) letter to the U.S. Nuclear Regulatory Commission (NRC), 10 CFR 50.12 Exemption Request for Alternate Material Properties Bases, dated December 11, 2025 (ADAMS Accession No. ML25345A246).
In the Reference, Constellation Energy Generation, LLC (CEG) requested an exemption from certain requirements of 10 CFR 50, Appendix G, "Fracture Toughness Requirements," and 10 CFR 50.61, "Fracture Toughness Requirements for Protection Against Pressurized Thermal Shock Events." The requested exemption would allow use of an alternate method, the Master Curve Methodology, as described in AREVA NP Topical Report BAW-2308, Revisions 1-A and 2-A, "Initial RTNDT of Linde 80 Weld Materials," for determining the initial, unirradiated material reference temperatures of the Linde 80 weld materials present in the reactor pressure vessel (RPV) beltline and extended beltline region for R.E. Ginna Nuclear Power Plant (Ginna). Additionally, the requested exemption would allow the site to submit a License Amendment Request to adopt BAW-2308, Revisions 1-A and 2-A as an approved methodology for TS 5.6.6, "Reactor Coolant System (RCS) Pressure and Temperature Limits Report (PTLR)," for determining RCS pressure-temperature (P-T) limits for the subsequent license renewal.
CEG no longer wishes to pursue the proposed exemption request and formally withdraws the Referenced request.
There are no new regulatory commitments contained in this submittal.
