DUANE ARNOLD ENERGY CENTER - ESTIMATED HOURS AND REVIEW SCHEDULE FOR LICENSING ACTIONS SUBMITTED TO SUPPORT RESUMPTION OF POWER OPERATIONS (EPIDS L-2025-LLE-0004, L-2025-LLA-0180, L-2025-LLA-0205, L-2026-LLA-0019, AND L-2025-LNE-0009)
Dear Mr. Coffey:
By letters dated January 23, 2025, November 20, 2025, December 17, 2025, and January 30, 20261, NextEra Energy Duane Arnold, LLC (NEDA, the licensee), submitted an exemption and three license amendment requests (LARs) to support resumption of power operations at the Duane Arnold Energy Center (DAEC). By correspondence dated February 27, 2025, December 15, 2026, January 30, 2026, and March 9, 20262, the U.S. Nuclear Regulatory Commission (NRC) staff notified you that your requests had been accepted for review, and the NRC staff estimated it would complete the safety reviews for those actions by February 27, 2026, December 15, 2027, October 30, 2026, and March 9, 2027, respectively, and require an estimated total of 1,645 hours0.00747 days <br />0.179 hours <br />0.00107 weeks <br />2.454225e-4 months <br />.
The above submittals are connected actions that are all necessary to reauthorize placement of fuel into the reactor vessel and reauthorize power operations at DAEC. In order for the staff to issue the licensing actions necessary to support resumption of power operations, the NRC staff must document the environmental impacts of the actions in an Environmental Assessment. To track the NRC staffs efforts associated with the environmental review, the staff has opened EPID L-2025-LNE-0009 and has estimated 3,900 NRC staff and contract support hours to complete the review.
Based on the above, the purpose of this letter is to officially inform you of the estimated hours and date for the NRC staff to complete its review of the stated licensing actions and potential environmental impacts related to reauthorization of power operations at DAEC. The NRC staff estimates 5,545 total NRC staff and contract support hours to complete the safety and environmental review of the submitted licensing actions. Issuance of the licensing actions for restart is highly dependent on licensee readiness to receive and implement the licensing actions. Based on discussions with your staff, we understand your current schedule to transition 1 Agencywide Documents Access and Management System (ADAMS) Accession Nos. to an operational status would be in early 2028, therefore the staff expects to issue its final decisions on the licensing actions by January 29, 2028. This estimate could change due to several factors such as requests for additional information and an unanticipated addition of scope to the review. The NRC staff expects to complete the safety reviews within the timeframes in the acceptance letters and will notify you upon completion of the safety reviews through separate correspondence. If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager. The estimated completion date was discussed with and approved by the Deputy Director for the Division of Operating Reactor Licensing.
