In accordance with Title 10 of the Code of Federal Regulations (10 CFR)

Sections 70.5(a) (Communications), 70.21(h) (Filing), and 51.60(a)

(Environmental reportmaterials licenses), Orano Enrichment USA LLC (OE) is submitting this Environmental Report (ER) in support of its forthcoming application to possess and use special nuclear material at the IKE Enrichment Facility.

The proposed enrichment facility will be located in Roane County, Tennessee, near the City of Oak Ridge. OE requestedand the U.S.

Nuclear Regulatory Commission (NRC) grantedan exemption from the requirements of 10 CFR 70.21(h) and 51.60(a), permitting OE to submit the ER separately for NRC review approximately six months, but no later than twelve months, prior to submitting the safety and safeguards portions of the license application [1, 2, 3].

As required by 10 CFR 51.60(a), this ER provides the information specified in 10 CFR 51.45 to support the NRCs evaluation of the environmental impacts associated with licensing OE under the National Environmental
