ACCEPTANCE FOR REVIEW OF ORANO ENRICHMENT USA, LLC, REQUEST FOR EXEMPTION FROM THE TITLE 10 OF THE CODE OF FEDERAL REGULATIONS SECTION 51.60(a) REQUIREMENT - ENTERPRISE PROJECT IDENTIFIER L-2025-LLE-0010
Dear Peter Vescovi:
The U.S. Nuclear Regulatory Commission (NRC) staff has received Orano Enrichment USA, LLCs (Orano) submittal dated February 5, 2025 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25036A341), requesting an exemption from the requirement in Title 10 of the Code of Federal Regulations (10 CFR) Section 51.60(a) to allow submittal of the environmental report (ER), required pursuant to 10 CFR Part 51, separately from and before, but within 6 months of, the remainder of the license application for Oranos IKE enrichment facility is submitted to the NRC. In the submittal Orano stated that the proposed exemption would allow the NRC staff to begin the acceptance review of the ER while Orano completes the safety and safeguards portions of the application for subsequent submittal to the NRC.
We have completed our acceptance review of Oranos exemption request submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. The submittal has been assigned Enterprise Project Identification (EPID)
No. L-2025-LLE-0010. Please reference this EPID No. and Docket No. 70-7038 in any future correspondence associated with your submittal.
Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by the end of April 2025. This date could change depending on the findings of our technical review, your adequate responses to potential NRC staff requests for additional information, urgent assignments, or other factors.
We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 30 staff hours which corresponds to about $9,510.00 ($317.00/hour).
In accordance with 10 CFR section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS.
