RENEWED FACILITY OPERATING LICENSE NPF-30 APPLICATION TO REVISE TECHNICAL SPECIFICATIONS TO ADOPT TSTF-599-A REVISION 1, ELIMINATE PERIODIC SURVEILLANCE TEST OF SIMULTANEOUS START OF REDUNDANT DIESEL GENERATORS? (LDCN 25-0022)
Pursuant to 10 CFR 50.90, Application for amendment of license or construction permit, Ameren Missouri (Union Electric Company) herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant. Ameren Missouri proposes to revise the Callaway Technical Specifications to adopt TSTF-599, "Eliminate Periodic Surveillance Test of Simultaneous Start of Redundant Diesel Generators," which is an approved change to the Standard Technical Specifications Specifically, the proposed change revises the Technical Specifications to modify Section 3.8.1, "AC Sources Operating." Technical Specification (TS) 3.8.1 would be revised such that Surveillance Requirement (SR) 3.8.1.20, which requires performance of a simultaneous fast startup of all redundant diesel generators (DGs) on an interval of every 10 years or in accordance with the Surveillance Frequency Control Program (SFCP), would be removed. This SR would be replaced by other required DG tests along with notes in the TS Bases for testing of the DGs. This request is consistent with TSTF-599-A, Revision 1, "Eliminate Periodic Surveillance Test of Simultaneous Start of Redundant Diesel Generators."
Essential/supporting information is provided in the Enclosure to this letter. Specifically, the Enclosure provides a description and assessment of the proposed TS changes. Attachment 1 to the Enclosure provides the existing TS pages marked up to show the proposed changes. Attachment 2 to the Enclosure provides revised (clean) TS pages to show the proposed changes incorporated as proposed. to the Enclosure provides TS Bases pages marked up to show the associated TS Bases changes, which are provided for information only.

ULNRC-06970 January 27, 2026 Page 2 of 4 Ameren Missouri requests that the amendment be reviewed under the Consolidated Line Item Improvement Process (CLIIP). Approval of the proposed amendment is requested within 6 months following completion of the NRCs acceptance review. It is anticipated that the license amendment, as approved, will be effective upon issuance and will be implemented within 90 days from the date of issuance.
It has been determined that this amendment application does not involvea significant hazard consideration as determined per 10 CFR 50.92, Issuance of amendment. Pursuant to 10 CFR 51.22, Criterion categorical exclusion or otherwise not requiring environmental review, Section (b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
Further, this submittal does not contain new commitments.
The Callaway Onsite Review Committee have reviewed and approved the proposed changes and have approved the submittal of this amendment application.
In accordance with 10 CFR 50.91 Notice for public comment; State consultation, Section (b)(1), a copy of this amendment application is being provided to the designated Missouri State official.
