SUMMARY
OF JANUARY 7, 2026, PUBLIC MEETING WITH DUKE ENERGY PROGRESS REGARDING PROPOSED LICENSE AMENDMENT REQUEST FOR SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, TO RELOCATE ULTIMATE HEAT SINK LEVEL REQUIREMENT AND UPDATE UNIT STAFF RESPONSIBILITY REQUIREMENT (EPID L-2025-LRM-0155)
On January 7, 2026, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with Duke Energy Progress (Duke) representatives. The purpose of the meeting was to discuss a proposed license amendment request (LAR) for Shearon Harris Nuclear Power Plant, Unit 1 (HNP). The meeting notice and agenda dated December 19, 2025, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25359A001. Duke expressed its intention to submit an LAR package to modify HNP Technical Specification (TS) 3/4.7.5, Ultimate Heat Sink, by relocating the minimum water level limits to the licensee-controlled Technical Requirements Manual (TRM). The proposed amendment would also update the TS to reflect that either the Auxiliary Reservoir or the Main Reservoir, when operable, meets the associated Limiting Condition for Operation. In addition, an administrative change is proposed to consolidate content from TS Table 6.2-1, Minimum Shift Crew Composition, related to the responsibility of the individual designated for the control room command function, into TS 6.1.2.
Proposed Changes
- 1. Relocate Ultimate Heat Sink (UHS) minimum level values to TRM:
o Allows more flexibility to adjust limits based on inspection results, maintaining compliance with maximum velocity limits in the Updated Final Safety Analysis Report (UFSAR).
o Changes to TRM would be processed under Title 10 of the Code of Federal Regulations (10 CFR) 50.59 and reported in periodic FSAR updates (currently every 18 months).
- 2. Modify TSs to allow either reservoir to provide required cooling:
o Current wording requires both reservoirs to be operable; proposed change would allow continued operation if either reservoir meets requirements.
o Both reservoirs independently provide sufficient volume for 30-day cooling.
- 3. Administrative consolidation of crew command function requirements:
o Aligns with NUREG-1431 (Rev. 5) and removes unnecessary restrictions on shift technical advisor assuming command.
The NRC staff asked clarifying questions and provided preliminary feedback and identified areas for clarification in the forthcoming LAR, including treatment of sediment accumulation, inspection history, and justification for TRM relocation and OR operability logic. Duke Energy acknowledged the feedback and stated it would address these items in the formal submittal.
Duke Energy stated that it plans to submit the LAR in approximately February 2026 and anticipates requesting NRC approval within 1 year of the acceptance review, with implementation within 120 days of approval.
No regulatory decisions were made at this meeting. There were no members of the public in attendance.
