[ADAMS] Accession No. ML25169A157), Louisiana Energy Services, LLC (LES), dba Urenco USA (UUSA), requested the U.S. Nuclear Regulatory Commission (NRC) approval of the UUSA license amendment request (LAR) for changes to their integrated safety analysis (ISA) methodology. Labeled by UUSA as LAR 25-02, the desired is to update its ISA methodology to adopt the most current, more conservative, version of the Radiological Assessment System for Consequence Analysis (RASCAL) Code software which makes independent dose and consequence projections during radiological incidents and emergencies and well as associated changes for future chemical consequence analyses to support continued plant expansion.

Specifically, UUSA desires to change from RASCAL 3.0.5 to RASCAL 4.3.4.

The NRC staff has completed its review of LAR 25-02, in conjunction with the response to the NRC request for additional information (ML25245A252) and finds that the changes proposed are acceptable. Therefore, LAR 25-02 is approved. Enclosure 1 is the safety evaluation report that documents the NRC staffs review. Based on this review, Enterprise Project Identification Number L-2025-LLA-0094 is considered closed.

Additionally sub-paragraph b to License Condition 10 of SNM-2010 will be amended as follows (see bolded):

When separated from Enclosure 3, this letter and Enclosures 1 and 2 are decontrolled.

The above changes are documented in Amendment 112 to UUSA Materials License SNM-2010 and are attached to this letter as Enclosures 2 and 3.

Because all the activities noted above involve administrative actions, the NRC staff determined that the proposed activities do not individually or cumulatively have a significant effect on the environment. Therefore, in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this action.

In accordance with 10 CFR Part 2 Agency Rules of Practice and Procedure, a copy of this letter and Enclosure 3 will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of NRCs ADAMS.
