SUMMARY

OF DECEMBER 4, 2025, OBSERVATION PRE-SUBMITTAL MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,

REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 3.4.10 FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 (EPID L-2025-LRM-0142)

On December 4, 2025, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for Vogtle Electric Generating Plant (Vogtle), Units 3 and 4.

SNC is proposing to revise Technical Specification (TS) 3.4.10, [Reactor Coolant System] RCS Specific Activity, for Xenon 133 (Xe-133) out of limits greater than 280 microcurie per gram (Ci/gm) modifying the Required Action and associated Completion Time (CT) from shutdown in 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to restore in 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, based on Technical Specification Task Force (TSTF)-490-A, Revision 0, Deletion of E Bar Definition and Revision to RCS Specific Activity Tech Spec, for Vogtle, Units 3 and 4.

On November 17 2025 (Agencywide Documents and Access Management System (ADAMS)

Accession No. ML25321A763), the meeting was noticed on the NRC public webpage.

The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.

The SNC representative provided slides contained in ML25330A089. The SNC representative presented revised slides contain in ML25338A079.

SNC representatives discussed the following topics: (1) background, (2) applicability of TSTF-490, (3) variations from TSTF-490, (4) specific changes proposed, (5) schedule, and (6) discussion.

SNC proposes the following changes:

Conditions A and B editorially changed to remove the Dose Equivalent I-131 and XE-133 limits which are already in the SRs and replace them with not within limit.

Required Action B.1, which is for XE-133 > 280 Ci/gm, revised to allow restore DOSE EQUIVALENT XE-133 to within limit with a Completion Time of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />.

Add a Note prior to Required Action B.1 that states, LCO 3.0.4 is not applicable.

Add reference to Condition B in Condition C, to state, Required Action and associated Completion Time of Condition A or B not met.

Add a Note prior to SR 3.4.10.1 to allow entry into MODE 3 with RCS average temperature (Tavg) 500°F and MODE 2 prior to performance of the SR.

Revise TS 3.4.10 Required Action B.1, which is for Xe-133 greater than the limit of 280 Ci/gm, to state, Restore DOSE EQUIVALENT XE-133 to within limit, Revise TS 3.4.10 Required Action B.1 Completion Time from 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, Add a NOTE to Required Action B.1 to state that LCO 3.0.4 is not applicable, and Reference to Condition B is added in Condition C to apply the Required Action and associated Completion Time not met.

SNC representative stated that the proposed LAR is expected to be submitted to the NRC in the fourth quarter of 2025 (December 2025) with a request for NRC staff approval in the third quarter of 2026 (July - September 2026) with an implementation period of 90 days.

Discussion The NRC staff asked the following questions:

Will SNC explain the justification that there will be no change to the applicability?

Since this will be submitted as a normal LAR, will SNC explain and justify each change?

Closing Remarks There were no members of the public in attendance.

The NRC staff did not make any regulatory decisions during the meeting. Once received, the NRC staff will perform a thorough review of the proposed LAR. The NRC staff will make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.
