Meeting Purpose SNC intends to submit an application to modify the Combined Licenses (COLs) for Vogtle Electric Generating Plant, Units 3 and 4 (Vogtle 3&4). - The proposed change revises TS 3.4.10 Required Action B.1 from shutdown in 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to restore in 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />.
- These changes are based on TSTF-490, Rev. 0 and NUREG-1431, Standard Technical Specifications Westinghouse Plants, Revision 5.0.
Variations to TSTF-490 are described later.
- The new Completion Time provides additional time to correct or evaluate the condition in lieu of a plant shutdown.

Vogtle 3&4 Adoption of Changes Based on TSTF-490 Applicability of TSTF-490 to AP1000 TSTF-490 was issued prior to issuance of the STS for the AP1000 The proposed change will establish the appropriate requirements for VEGP Units 3&4 that are consistent with current PWR STS as modified by TSTF-490 Since TSTF-490 does not directly address the AP1000 design, the request for VEGP 3&4 will be submitted as a normal LAR 5
Vogtle 3&4 Adoption of changes based on TSTF-490 TS Changes Based on TSTF-490 The STS changes identified in TSTF-490 have been reviewed for applicability to AP1000 and specifically the Vogtle Units 3 and 4 TS A significant difference between the Completion Time for TS 3.4.10 Required Action B.1 was identified Specifically, Required Action B.1, with DOSE EQUIVALENT XE-133 > 280 Ci/gm, is 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to be in MODE 3 with Tavg < 500°F The STS Required Action for the same condition, based on TSTF-490, is 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> to restore DOSE EQUIVALENT XE-133 to within the allowed limit The 48-hour Completion Time for Required Action B.1, as provided in TSTF-490, is less restrictive and would be beneficial for operation of Vogtle Units 3 and 4 6

- TS 1.1, Definitions already include changes consistent with the TSTF
- TS 3.4.10, RCS Specific Activity
- LCO Description change is not necessary since the LCO requirements are not changed
- Applicability change is not proposed to be revised
- Condition A and B changes are editorial when replacing the Dose Equivalent I-131 and XE-133 numerical limits, which are already in the SRs
- Condition C change is limited to that needed to adopt the Required Action B.1 change replacing the shutdown action with Restore
- SR changes are already included in the VEGP 3&4 TS with the exception of adding a NOTE to SR 3.4.10.1, which is proposed
- Required Action C is not included since Applicability changes are not included as discussed above 7

Conditions A and B editorially changed to remove the Dose Equivalent I-131 and XE-133 limits which are already in the SRs and replace them with not within limit Required Action B.1, which is for XE-133 > 280 Ci/gm, revised to allow restore DOSE EQUIVALENT XE-133 to within limit with a Completion Time of 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> Change the Required Action B.1 to state, "Restore DOSE EQUIVALENT XE-133 to within limit" Add a Note prior to Required Action B.1 that states, "LCO 3.0.4 is not applicable" Add reference to Condition B in Condition C, to state, "Required Action and associated Completion Time of Condition A or B not met" Add a Note prior to SR 3.4.10.1 to allow entry into MODE 3 with RCS average temperature (Tavg) 500°F and MODE 2 prior to performance of the SR TS Bases 3.4.10 are provided for information consistent with these changes being made to TS 3.4.10 8
