In accordance with 10 CFR 71.17 and 10 CFR Part 71.101(f). Louisiana Energy Services, LLC (LES), also dba Urenco USA (UUSA), has applied our previously approved NQA-1 Quality Assurance Program Description (QAPD) (Reference 1), which implements a Quality Management System compliant with 10 CFR 50 Appendix B to meet the applicable requirements of 10 CFR 71 Subpart H and ensure applicable quality and regulatory requirements are implemented and met. UUSA has modified the previously approved Part 71 Quality Assurance Manual (QAM) QA-1-2000-01 (Reference 2) to encompass necessary UUSA transportation activities in support of a number of Part 50 and Part 52 licensees. As such, UUSA is submitting revisions to our 10 CFR 71, Subpart H Quality Assurance Manual for review and approval by the NRC pursuant to the requirements of 10 CFR 71.101(c)(1). The changes to the UUSA QAM do not constitute a reduction in commitment. Rather, the revision reflects additional commitments within UUSA authority to perform limited scope design analyses.

UUSA Material License SNM-2010 was amended to allow enrichment up to less than 10 wt.

percent U-235 (Reference 3). A separate request for exemption from current regulatory limits on enrichment for transport of uranium hexafluoride (UF6) within the United States will be requested from the NRC. Special Permit Authorization for the requested transport will be requested separately from Department of Transportation.

The revisions to the UUSA QAM, shown as draft Revision 5, are provided in Enclosure 2.

Revision bars, strikethroughs and underlines were utilized. A description of the change is provided in the revision summary of the UUSA QAM. A complete copy of the QAM with changes incorporated is provided in Enclosure 3. Update to the associated LES QAPD pages showing proposed change is provided as Enclosure 4.

The enclosed Affidavit (Enclosure 1) supports this withholding request.
