[ADAMS] Accession Number ML25350C350), Louisiana Energy Services (LES), LLC, also doing business as Urenco USA (UUSA), submitted an affidavit dated December 16, 2025, you requested that the information contained in the following document be withheld from public disclosure pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 2, Section 2.390.

The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:
The information contained in the document listed above for which exemption from public disclosure is requested is owned by LES.
The information contained in the document listed above for which exemption from public disclosure is requested includes confidential business proprietary, trade secret, and /or commercially sensitive information related to commercial aspect of the UUSA Facility operated by LES, its operation, and/or commercially sensitive LES business plans.
LES is likely to suffer competitive disadvantages from disclosure of the referenced information.
Public disclosure of the information listed above has the potential to result in substantial harm to the competitive position of LES, unfairly provide valuable company proprietary business information to competitors of LES which the competitors could utilize to their benefit without having to expend their own resources to develop and to interfere with LES business strategies, and such disclosure could reduce or foreclose the availability of profit opportunities.
The information sought to be withheld is not available in public sources, to the best of
LES knowledge and belief.
We have reviewed your submittal and the material in accordance with the requirements of 10 CFR 2.390 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains proprietary commercial information and should be withheld from public disclosure.
Therefore, Enclosure 2 will be withheld from public disclosure pursuant to 10 CFR 2.390(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended. Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You also should understand that the NRC may have cause to review this determination in the future, for example, if the scope of a FOIA request includes your information. In all review situations, if the NRC makes a determination adverse to the above, you will be notified of the date of public disclosure, in advance which will be a reasonable time thereafter.
Note that this email will be placed in ADAMS as publicly available to document the approval of your request to withhold information from public disclosure.
