AMENDMENT 31 OF SPECIAL NUCLEAR MATERIALS LICENSE NUMBER SNM-2011 (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2025-SPR-0006)
Dear Kelly L. Fitch:
By letter dated June 30, 2025 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML25191A036), as supplemented by letter dated August 21, 2025 (ML25237A048), American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary of Centrus Energy Corp., requested review and approval of a new proposed document NR-SP-ACO-OR-0002 entitled Temporary Construction Security Plan for Oak Ridge, TN. The purpose of ACOs temporary security plan is to support manufacturing readiness and preparation for expanding manufacturing capabilities at its Technology & Manufacturing Center in Oak Ridge, Tennessee.
The NRC staff has completed its review of ACOs June 30, 2025, request, as supplemented by letter dated August 21, 2025 (ML25237A048). The details associated with the review are documented in the safeguards evaluation report (SER) (ML25240B522, non-public). The enclosed Amendment 31 to ACOs special nuclear material License SNM-2011 will become effective on the date ACO confirms receipt of this letter.
As part of this licensing action, the following amendment to License SNM-2011 is being made:
License Condition 10.bb has been added to incorporate NR-SP-ACO-OR-0002 in SNM-2011 consistent with ACOs submittals dated June 30, 2025, and August 21, 2025.
Enclosures 1 and 2 transmitted herewith contain Security Related Information.
When separated from Enclosures 1 and 2, this letter and Enclosure 3 are decontrolled.
