SP-3605-0043, Classified Distributed Control System (DCS) Information System Security Plan (ISSP) for X-3001 & X-3012, as Enclosure 2, and SP-3605-0053, Interconnection Security Agreement Between the Distributed Control System (DCS), Piketon, OH and Classified Services Network (CSN), Oak Ridge, TN as.
These changes have been reviewed in accordance with 10 CFR 70.32 and 10 CFR 95.19 and have been determined not to decrease the effectiveness of the Security Plans/Program and are non-substantive changes.
Enclosures 2 and 3 contain Security-Related Information; therefore, ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390(d)(l). Additionally, Enclosures 2 and 3 have also been determined, in accordance with the guidance provided by the U.S. Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.

New Engineering Change Record ECR-3100-0015-028, Distributed Control 07/24/2025 No ECR-3100-0015-028 Rev. 0 No System (DCS) Server Outage Maintenance; Revision to SP-3605-0043, Classified SP-3605-0043 Change Control Distributed Control System (DCS) Information System Security Plan {ISSP) for X-Page and Figure 2 3001 & X-3012; and P-3605-0053, Interconnection Security Agreement Between SP-3605-0053 Change Control the Distributed Control System (DCS), Piketon, OH and Classified Services Network Page, Sections 3 and 5 (CSN), Oak Ridge, TN Description of Change: ECR-3100-00 15-028 implements a change to physically remove and replace the currently installed domain controller with an upgraded device; add additional Host installs in the secondary rack; reconfigure the Host 3 network: add vendor patches to affected systems: upgrade Server 2022 to non-Rockwell servers (virtual): install Windows Server Update Services; update the vulnerability scanning software; and install two additional work stations (one engineering and one analyst).
Revised SP-3605-0043 to update the Change Control Page and Figure 2 with new workstations. Revised P-3605-0053 to update the Change Control Page: ection 3, Network Diagram, with new workstations; and Section 5, Interconnection Security Agreement Signatory Authority, to remove individual names leaving only the titles.
Reason for the Change: Implement ECR enhancements and clarify security plan requirements.
