Dear Tara Inverso:

The purpose of this letter is to submit a new proposed documentNR-SP-ACO-OR-0002, Temporary Construction Security Plan for Oak Ridge, TN, to the U.S. Nuclear Regulatory Commission (NRC) for review and approval to support manufacturing readiness and preparation for expanding manufacturing capabilities at the Technology Manufacturing Center in Oak Ridge, TN.

As previously discussed with NRC staff on several occasions, the need for unclassified construction to prepare the faci lity to support this expansion wi ll be required. Enclosure I provides a detailed description, justification, and ACO's significance determination for the new proposed document. provides NR-SP-ACO-OR-0002. This new proposed temporary construction security plan was determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal Regulations (CFR) 70.32; however, the new security plan was determined to be a substantive change in accordance with IO CFR 95.19 and requires NRC's prior review and approval.

Information transmitted herewith contains CUI// SP-SRI Security-Related Information-Withhold Under 10 CFR 2.390 When separated from Enclosures, this letter is uncontrolled.

After the NRC staff has had an opportunity to review the enclosures, ACO is available to support any discussions to address questions, clarify issues, or host an onsite walkdown of the proposed construction area. ACO respectfully requests NRC complete their review and approval on or before September 30, 2025, to support the ongoing schedule for manufacturing readiness and expansion.
